Description
Brand Name Justification Solicitation ITC-RFQ-13-0104 The U.S. International Trade Commission is an independent, quasi-judicial federal agency established by Congress with a wide range of trade-related mandates. The USITC's mission is threefold: to administer U.S. trade remedy laws in a fair and objective manner; to provide the President, the U.S. Trade Representative (USTR), and the Congress with independent, quality analysis, information, and support on matters of tariffs and international trade and competitiveness; and to maintain the Harmonized Tariff Schedule (HTS) of the United States. In doing so, the USITC serves the public by implementing U.S. law and contributing to the development and implementation of sound and informed U.S. trade policy. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart Part 12.6, and FAR Part 13, as supplemented with additional information included in this notice. The solicitation number is ITC-RFQ-13-0104, attached, and is issued as a Request for Quotes (RFQ), for Commercial Items. It is the responsibility of the Offeror to be familiar with the incorporated provisions and clauses. The USITC has a requirement for annual hardware and software maintenance for the USITC's Avaya voice-over-internet-protocol (VOIP) communication system. The successful Offeror will be selected on the basis Lowest Price Technically Acceptable (LPTA). The associated North American Industrial Classification Code (NAICS) for this procurement is 811213, with the SBA's small business size standard maximum of $10 million in average annual receipts. This is an unrestricted solicitation, open to both small and other than small business. The USITC anticipates awarding a Firm Fixed Price purchase order as a result of this RFQ. The purchase order's period of performance is anticipated to be 12 months plus four (4) 12-month option years. It is the responsibility of the Offeror to monitor this site for any amendment(s) that may be issued to the RFQ. All responsible sources may submit a quote as outlined in the RFQ, which will be considered by the agency.
