- Description
- The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) Space Launch System (SLS) Advanced Development Office (ADO) has a requirement for a trade study of conceptual development and application method of braided Open Architecture Composite Structures (O-ACS) to tension-compression struts and O-ACS strut strength optimization. This trade study consists of two tasks. The first task includes the design and analysis of the braided Open Architecture Composite Structures (O-ACS) and application methods to tension-compression struts. The second task, which will be included as an option to be exercised at the Governments discretion, consists of an experimental study of the strength optimization of the O-ACS struts. <p> NASA/MSFC intends to purchase the items from Auburn University pursuant to FAR13.106(b)(1)(i) for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical due to Auburn Universitys unique braided machinery equipment, advanced manufacturing techniques and specialized technical capabilities for this type of composite manufacturing. The braided design and application method is directly applied to the O-ACS and is not available from any other known source. The braided O-ACS strut is also compatible with the SLS vehicle structure. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 04, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> All responsible sources may submit an offer which shall be considered by the agency. This notification is not a solicitation announcement. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the responsibility of potential offerors to monitor these sites for the release of any further synopsis or solicitation. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
