Description
This is only a sources sought announcement published for market research purposes. Submitted information will assist the United States Environmental Protection Agency (U.S. EPA) Region 1 with internal acquisition planning relative to set-aside decisions, and/or an appropriate level of completion and/or small business subcontracting goals. THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone inquiries will be accepted and no request for a solicitation will be granted. The purpose of this sources sought is to determine the availability of small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran owned small businesses, and 8(a) small businesses, etc. capable of performing the requirements as detailed in the attached draft Statement of Work (SOW), as applicable for nationally consistent advisory and assistance to EPA On-Scene Coordinators (OSCs) and other federal officials implementing EPA responsibilities under the national response system for the Superfund Technical Assessment and Response Team (START) class of contracts. The Government intends to use the responses to this sources sought for information and planning purposes. Please see the attached SOW, which has been included for your information; this document is not in final form and is subject to change. In addition to the SOW there are three attachments to be reviewed. Please review Attachment 1 - Capabilities Statement, which provides instructions on how to respond to this sources sought. Furthermore, associated with the SOW are two equipment lists; the first one titled Attachment 2 - Contractor Provided Equipment List is equipment the contractor will be expected to provide under the performance of the SOW. The second equipment list titled Attachment 3 - U.S. EPA Owned Equipment List details EPA owned equipment that the contractor must display a working knowledge of operating during the performance of the SOW. Contractors will be required to provide all appropriately experienced, trained, and accredited personnel with current credentials/certifications, as well as all the supplies, materials, tools, equipment, and services necessary in the in support of the responsibilities and efforts as outlined in SOW. Contractors shall be prepared to provide scientific/technical support for EPA activities in the furtherance of the agency's primary mission, the protection of human health and the environment, in responding to the release/discharge, or threat of release/discharge, of oil, hazardous substances, pollutants, contaminants, fire/explosion hazards, and incidents of counter terrorism/weapons of mass destruction (CT/WMD). Additionally, contractors shall provide advisory and assistance services to other programs, such as site assessment, remedial support activities, and enforcement support activities. The primary performance of work will be conducted within U.S. EPA Region 1, which includes the states of Connecticut (CT), Maine (ME), Massachusetts (MA), New Hampshire (NH), Rhode Island (RI), Vermont (VT), and 10 Tribal Nations. Furthermore, the contractor may need to respond to unforeseen incidents, and in such cases, must be able to perform outside the region on a back-up regional, cross regional, national, and/or international response, on behalf of U.S. EPA Region 1. Contractors shall be able to maintain a 24 hour, seven day a week year-round response capability to support such U.S. EPA needs as detailed in the SOW. Contractors shall have extensive experience in investigating, assessing, and directly supporting the restoration of a contaminated environment. Activities are described in the SOW and include, but are not limited to: response activities, preparedness and prevention, assessment and inspection, technical support, data management, and training. Contractors would need not solely possess the capabilities to perform the entirety of tasks listed within the SOW, but would need to demonstrate how all of the tasks detailed would be achieved. Such may be accomplished based on a teaming arrangement with other contractor(s). The applicable primary North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, with a small business size standard of $14 Million. The U.S. EPA reserves the right to set this action aside for small business concerns and to solicit this future requirement in accordance with Federal Acquisition Regulations (FAR) subpart 8.4 - Federal Supply Schedules.
