- Specific Equipment Requiremetns RFQ: 1300377257 - CBRE Mail Screening Equipment This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR part 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS. The RFQ number is 1300377257. This contract award will consist of a three CLIN structure. CLIN 0001 will be Firm-Fixed Price (CBRE mail screening equipment), CLIN 0002 will be a Firm Fixed Price Installation (for the CBRE mail screening equipment), and CLIN 0003 will be at Cost, amount provided by the Government for anticipated Travel (to complete the installation of the equipment at the two sites) in accordance with the Joint Travel Regulations (JTR). This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-69 and DFARS Change Notice 20130909. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 334511, (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical systems and Instrument Manufacturing) and the Small Business Standard is 750. The FGC is 6665, Hazard Detecting Instruments and Apparatus. The proposed contract is solicited as unrestricted - full and open. The proposed contract action is for commercial equipment, (a quantity of 2 each) Chemical Biological Radiation Explosive and Narcotic (CBRE-N) Freight X-Ray Mail Scanning System, with a 1 year manufacturer's warranty, Transportation, and Installation of the Equipment. The required delivery and install (completion) date is 1 February 2014. Interested persons may identify their interest and capability to respond to the requirement or submit quote. All quotations received by the closing response date will be considered by the Government. Instruction/Evaluation: At the time of the solicitation closing date, offerors shall submit the following: 1. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Offers/quotes consist of and must include the following: The Offeror's price submission shall include: • Firm-Fixed Priced for CLIN 0001 and CLIN 0002 • Travel CLIN with estimate provided by the Government (NTE $5,000) CLIN 0003. • Total amount of offer 2. A submission of up to 10 pages is allowed for the perspective contractor to submit an equipment pamphlet/list which further describes the proposed equipment and its specifications. Pages exceeding the assigned page limit will not be considered. Each response must clearly indicate the capability of the quoter to meet all specifications listed herein. The Contracting Officer will only utilize the information submitted by the quoter to make this determination. Furthermore, it shall not be considered the Contracting Officer's responsibility to obtain ANY additional information required to a determination of technical acceptability. 3. Offeror must acknowledge receipt of all amendments prior to the hour and date specified in the solicitation or as amended by one of the following two methods: (1) By acknowledging receipt of this amendment on the offer submitted (or) (2) By separate cover which includes a reference to the solicitation and amendment numbers Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted proposal. The Government intends to evaluate quotes and award a contract using the procedures under FAR Part 12.6 Commercial Items and 13.5 Test Program for Certain Commercial Items. The Government shall award the contract to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price considered. By submitting an offer the contractor is certifying that he or she is in compliance with the mail screening equipment requirement specifications for chemical, biological, radiological and explosive (CBRE) agents list and therefore does not take exception to the requirement unless otherwise indicated and specified.
