- Request for Information: This is a Request for Information (RFI) for 161kV Cross-Linked Polyethylene (XLPE) Cable. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. Background and Objective: The Southwestern Power Administration (Southwestern) is one of four Power Marketing Administrations in the United States and markets hydroelectric power in Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas. Southwestern seeks to acquire information related to 161kV Solid Dielectric Cross Linked Polyethylene (XLPE) Cable for verifying feasibility and suitability for installation at a hydroelectric generation plant for the purpose of replacing existing 161kV High Pressure Fluid Filled (HPFF) cable. The hydroelectric generation plant has five three-phase 161kV HPFF cables connected to 13.8\161kV transformers. The hydroelectric generation at this facility is mainly used for peak demand. The transformers are rated at 115MVA each. The HPFF cables are located in a cable tunnel with three 90 degree turns, clipped to the walls, and have an approximate length of 1,500 feet each. The HPFF cables are terminated with potheads at each end with approximately 10 feet of cable exposed above grade. Summary of Design Requirements: Location: Bull Shoals Dam, Bull Shoals, Arkansas, 72619 Nominal System Voltage: 161kV phase-to-phase, 60Hz Number of Cables: Five three-phase cables, located in cable tunnel, clipped to wall Length of Cables: approximately 1,500 feet each Generator Size: 115MVA each Ambient Temperature of Cable Tunnel: 10 to 30 degrees C Temperature Rating of Cable: <90 degrees C Available Fault Current: 11,000 amps Load Factor:.254, generation is used for peak demand Questions: a)Are there any premature failure concerns with 161kV XLPE cable installed at a hydroelectric generation facility with expected energizing and de-energizing of cables as described above? b)Do you have any customers with 161kV or higher XLPE cable installed at a hydroelectric facility or other generation facility with high switching on and off that we can contact for verifying results? (Please provide location and customer contact information) c)For an installation as described above, what expected life does the manufacturer expect from XLPE cable? d)Is any information not listed above needed or recommended by the manufacturer for design?
