This is a sources sought announcement to be used for market analysis only. No awards will be made from the responses to this synopsis. No solicitation will be available at this time. The purpose of this announcement is to gain knowledge of potential qualified concerns doing work under NAICS 238990. Any potential competitive solicitation(s) that may proceed from this notice will be posted to FEDBIZOPPS. All interested offerors will have the opportunity to respond to a solicitation announcement at a later time if and when a solicitation is issued. The purpose of this announcement is to gain knowledge of potential small business sources capable of performing maintenance dredging within the Small Business Community. ONLY Small Business Firms, including 8 (a) Program Participant, HUBZONE Small Business, Small Disadvantaged Business, Woman-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business should respond to this announcement. No solicitation will be available at this time. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT The New York District Army Corps of Engineers proposes to perform maintenance dredging of Great Kills Harbor, New York, Federal Navigation Project with shoreline placement. The project consists of performing maintenance dredging of the Federal Navigation channel at Great Kills Harbor, with subsequent placement of the dredged material along the designated down-drift beach at Wolfe's Pond Park, Staten Island. The beach is located approximately 3.5 miles south of the channel at its furthest point. The proposed maintenance dredging and beach nourishment would require dredging of up to approximately 250,000 cubic yards of material from the channel with subsequent shoreline placement. The project would be dredged to a depth of 10 feet below MLLW plus 2 feet allowable overdepth. The proposed work can be performed by a hydraulic dredge or similar plant. The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the Notice to Proceed, to prosecute said work diligently and to complete the basic work ready for use not later than one hundred and five (105) calendar days after the receipt by him of the Notice to Proceed. The contractor is required to maintain a production rate of at least 3,000 cubic yards per calendar day. There are no options to the contract. SURVEY OF THE DREDGING INDUSTRY The following is a confidential survey questionnaire designed to apprise the USACE of prospective dredging contractors' project execution capabilities. Please provide your response to the following questions. All questions are in regard to the Great Kills Harbor maintenance dredging project. General 1)Have you ever worked on dredging jobs similar in nature to this project? If so, please describe the project and for whom the work was performed. Identify a point of contact and phone number, if possible. 2)Have you performed dredging projects in open water having similar conditions to that of the Lower New York Bay? 3)Would you be willing to bid on the project previously described? If the answer is No, please explain why not? 4)Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 5)Is there a dollar limit on the size contract that you would bid? 6)What is the largest dredging contract, in dollars, on which you were the prime contractor? 7)What is your bonding capacity per contract? What is your total bonding capacity? Equipment 8)What type of dredge equipment do you own and/or operate that is suitable for the work described? Do you own a hydraulic dredge? Do you own or have access to a booster pump? If yes, how much horse power does it have? Please list each piece of equipment capable of performing each type of work described, i.e. dredging, discharge pipeline (specify how much), dozers, front end loaders, forklifts, and/or other equipment needed to grade the placement site. For each dredge that you list, please specify its size, horsepower, and any other salient characteristics. 9)Identify which dredge(s), including support equipment (tugs, anchor barges, etc.), you would employ on this project. Also, for each dredge, identify its dimensions (length, width, and draft) and its digging depth. 10)What length of discharge pipeline do you have available for use? Do you own the discharge pipeline? 11)Do you have experience with beach placement and grading of dredged material? 12)Will you be able to meet a production rate of 3,000 cubic yards per calendar day? If not, then what production rate are you capable of maintaining?
