Description

PRE-SOLICITATION NOTICE FOR THE CONSTRUCTION PROJECT AT THE GERALD B.H. SOLOMON SARATOGA NATIONAL CEMTERY LOCATED IN SCHUYLERVILLE, NEW YORK. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA786A-13-Q-0130 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at the Gerald B. H. Solomon Saratoga National Cemetery. Contractor shall demolish, dispose of off-site and replace to full depth approximately 2,000 SF of asphalt pavement. Mill, overlay and re-grade the existing 20,000 SF of new, 1 ½" thick wearing course asphalt pavement. Provide approximately 5,000 LF of new asphalt pavement parking lot edge, line and handicap parking markings. Demolish approximately 1,600 SF of failed, existing concrete sidewalks, curbs. Demolish and rebuild manhole and asphalt pavement at basin rim on storm drain at cemetery entrance roadway. COST MAGNITUDE: Between $25,000 - $100,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 237310SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 13 to a responsible service disabled veteran owned small business responding to this solicitation. REGISTERATION: All potential Service Disabled Veteran Owned (SDVOSB) small businesses that intend to bid as the prime on this construction project must be registered in Vetbiz and Vets 100 prior to award at the following URLs http://www.vetbiz.gov and https://vets100.vets.docl.gov. Not only must the winning offeror be registered in Vetbiz but they must be certified by the Center for Veterans Enterprise (CVE) as an SDVOSB prior to award. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Quoted (RFQ) details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation will be released for issue in 24 hours or less via FedBizOpps. Questions must be submitted in writing. They may be sent via email entitled, "Saratoga National Cemetery - Questions." SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List".
