The Department of Veterans Affairs, VA WEST ROXBURY Healthcare System intends to negotiate on a sole source basis pursuant to FAR 6.302-16.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with GOVT SCIENTIFIC SOURCE INC. 12351 SUNRISE VALLEY DRIVE, RESTON, VA 20191-3415. STATEMENT OF WORK 650-13-3-871-0068 Government Scientific Source The purpose and scope of this research contract is to purchase scientific research equipment. Illumina Hiscan + Autoloader: The Hiscan is an array reading system. This platform can run a wide variety of applications -including products designed to examine large scale genetic and epigenetic information on the genome and epigenome respectively. Given the state of the science for genetic and epigenetic influences on complex phenotypes such as behavioral and psychiatric genetics, we now know that these influences are mass effects of multiple variants across the genome. Recent advances in mapping the genetic code for Veterans (i.e., the Million Veteran Program) are beginning to point the way to biological pathways that contribute to risk for developing alcohol dependence. The MVP is a national, voluntary research program funded entirely by the Department of Veterans Affairs Office of Research & Development. The goal of MVP is to partner with Veterans receiving their care in the VA Healthcare System to study how genes affect health. To do this, MVP will build one of the world's largest medical databases by safely collecting blood samples and health information from one million Veteran volunteers. In order for us to dovetail our own research with this ongoing VA initiative (i.e., developing cumulative genomic risk scores for specific behavioral or psychiatric disorders that can be utilized in the clinical context of the MVP), the requested array reader will allow for economical characterization of our existing research samples in a fashion consistent with this goal. Understanding these risk pathways allows an unprecedented opportunity to exploit this new knowledge to target treatments according to the patient's particular risk pathway. For example, cognitive psychology identified a putative mechanism for the development and maintenance of AUDs in attention biases (e.g., a tendency to focus on alcohol-related cues in a fashion that increases urge and likelihood of relapse). An intriguing strategy that exploits knowledge of this etiological pathway can be borrowed from pharmacogenetics; namely we propose to target individuals with biologically-based differences in attention bias as especially good candidates for an attention modification treatment focused on AUDs. While this is only one of numerous opportunities to leverage genomic scale information provided by this platform, it exemplifies the promise of this technology to improve veteran health care. In order to continue to push the science forward and actualize the promise of the human genome project, genomic level screens of the sort that the Hiscan allows for are required. The Hiscan is necessary to serve the research purposes of multiple investigators. It will allow for uninterrupted research into the relevance of genomic and epigenomic influences on mental health and addiction issues. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than 9/23/2013 @ 12:00pm. Responses should be sent to sean.powers2@va.gov. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
