- SYNOPSIS This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. This synopsis is for an anticipated solicitation for a Basic Ordering Agreement (BOA). Naval Surface Warfare Center (NSWC) Crane Division intends enter into a sole-source BOA with Raytheon Technical Services, Indianapolis, 6125 E. 21st Street, Indianapolis, IN (072E5) in support of the OE-319 Antenna, P/N: AS-4074/APS Assembly and all associated Weapon Replaceable Assembly (WRA) and Shop Replaceable Assembly's (SRA). The estimated ceiling amount for this effort is $3,000,000. The BOA will cover a five-year period for spares, repair, calibration, assembly modification, design upgrades, depot piece-part lay-in, engineering support, training, system related logistics services, travel and other associated support for the OE-319 system. The job orders under the BOA may contain a mix of firm-fixed price and cost plus fixed fee line items. The inspection and acceptance may be either by DCMA at origin or at destination; this will determined by each job order. The anticipated delivery term is FOB destination. The anticipated BOA will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. Naval Surface Warfare Center (NSWC) Crane has been designated as the depot level facility for the OE-319 Antenna system. The government retains the drawings on most aspects of the system with the exception of several components. The components require Original Equipment Maintenance support in order to fulfill the Government's requirements. To date, Raytheon Technical Services is the OEM and has been the only vendor capable of meeting all minimum requirements through integration with the existing OE-319 system in terms of form, fit, function, compatibility and aircraft safety flight certification. The BOA will not be set-aside for small businesses nor will it utilize FAR Part 12 procedures. The solicitation will be made available at Fed Biz Opps and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
