Description
Seeking sources for Contractors who can provide roundtrip transport of staffing personnel from the Blood Donor Center (BDC) at Womack Army Medical Center, Fort Bragg, North Carolina to mobile blood drive locations. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform transport of staffing personnel from the Blood Donor Center (BDC) at Womack Army Medical Center, Fort Bragg, North Carolina to mobile blood drive locations and transport services back to the BDC. The contractor shall provide a 45-47 passenger motor coach bus with properly functioning lavatory services, airconditioning/heat, and a driver. There may be, at a minimum, twenty (20) to thirty (30) government personnel, various supplies for collecting blood, and/or carry-on luggage in need of transport for the BDC. Will carry prescreened human blood on the coaches. Motor coaches shall have reclining or sleeper seats, passenger seatbelts, footrests, fold-away mini trays, passenger reading lights, climate control (air conditioning), luggage compartment and toilet with locking restroom door. Additionally, the motor coach shall have heat and cooling, and must stay at a comfortable temperature during the trips. Goal is to provide safe, timely transport to blood drives/off -site locations. The government anticipates three (3) to six (6) blood drives per month with an estimated total of thirty-six (36) to seventy-two (72) yearly blood drives. Contractor shall provide transportation from the BDC, Building 8-4156 Souter Place, Fort Bragg, NC to mobile blood drive locations and back to the BDC, Fort Bragg, NC. Approximately 85% of all mobile blood drives will require overnight stays. Blood drives may be during the work week or over the weekend. Blood drives may be scheduled on federal holidays. The period of performance is for one (1) Base and four option periods; if exercised. The Period of Performance reads as follows: Base - Feburay 3, 2014 thru Septembert 30, 2014 1st Option period - October 01, 2014 thru September 30, 2015 2nd Option period - October 01, 2015 thru September 30, 2016 3rd Option period - October 01, 2016 thru September 30, 2017 4th Option period - October 01, 2017 thru September 30, 2018 The transport services required to be performed under this contract will be from the duty location (Blood Donor Center Fort Bragg, NC), but are not limited to, the following locations: 1) Fort Jackson, South Carolina 2) Charleston (Naval Weapons Station), South Carolina 3) Fort Eustis, Virginia 4) Fort Lee, Virginia 5) Winston Salem, North Carolina 6) Seymour Johnson, North Carolina 7) Greensboro, North Carolina 8) Goldsboro, North Carolina 9) Burlington, North Carolina 10) West Point, New York The contractor is responsible for ensuring all employees/drivers possess and maintain all necessary bus licenses appropriate for interstate commercial bus operation and shall comply with all applicable federal and state and local laws and regulations. The operation of the bus shall be performed only by properly licensed drivers. Contractor personnel shall have, at a minimum, five (5) years experience with interstate passenger transportation.
