- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the reference number is W91151-13-T-0400. The Mission Installation Contracting Command - Fort Hood, Texas intends to award a commercial, firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 dated 3 September 2013. The Offeror must quote on all or none basis. Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items. The NAICS Code is 333318 and the size standard is 1,000 employees. Description of requirement: CLIN 0001: Portable Helicopter Live Fire Training System: See attached statement of work for further description of equipment. Delivery date is preferred within 30 days of award. See attached SF 1449 Solicitation W91151-13-T-0400 for Clauses and Provisions. Offeror is required to submit the 1449, Section B, and technical specifications of proposed product. Quotations shall include as a minimum: a) company's name and contact information, b) CAGE Code (from CCR registration), c) a completed FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, or a statement from the contractor that the contractor has completed the Online Representations and Certifications Application (ORCA) https://orca.bpn.gov, and d) any other information relevant to the quotation. The government reserves the right to make award on the initial quote without discussions. Contractor must sign the SF 1449. Section B ( Supplies or Services and Prices/Costs) - Section B shall be submitted fully completed and error free. It shall contain the offeror's prices for the established Contract Line Item Numbers (CLINS). This is a competitive action; however, the Contracting Officer may require the offeror to submit information other than cost or pricing data after receipt of its proposal to support its proposed price in accordance with FAR 15.403-3. Paragraph (c), Period for Acceptance of Offers: The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers. Offers, and any modifications, revisions, or withdrawals received after the time specified in the solicitation will not be evaluated. The full text of the clauses or provisions may be accessed electronically at http://farsite.hill.af.mil. Offers shall be submitted to the Mission Installation Contracting Command Fort Hood Contracting Office by 1:00 PM Central Standard Time on 25 September 2013, to be considered for award. Late submissions will not be accepted. Offerors shall send offers via e-mail to amber.n.coyne.civ@mail.mil. The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is http://www.sam.gov. All responsible sources may submit a quote which shall be considered by the Agency.
