- 19 September 2013-Questions and Answers QUESTION: We did not see any reference as to what is required in the desired proposal in terms of price and other. ANSWER: please see the attachment titled Evaluation Factors and also please review the Question and Answer section. QUESTION: And, the method of delivery, e.g., e-mail, hardcopy (by US Mail), or other is not reflected in the solicitation, including the supporting PWS. ANSWER: method of delivery was identified, under the FBO website, under "Original Synopses". For convenience that information is pasted below: "Quotations, references AND completed representations and certifications, if not available in SAM, are due by 11:00 am (Eastern Time) on 23 September 2013 to: Yelena Kanevsky PZIOB E-mail: Yelena.Kanevsk@us.af.mil Mailing Address: ATTN: Yelena Kanevsky AFLCMC/PZIOB 1940 Allbrook Drive, Suite 3 Wright-Patterson AFB OH 45433 Quotations may be sent via email or postal service using the above contact information." In addition this issue was addressed under Questions and Answers posted on the FBO website post the issuance of the Original Synopses. QUESTION: Your office may want to consider a solicitation amendment which has this information, including a possible delay in the proposal due date. ANSWER: The information was posted with the solicitation and also in Questions and Answers. There will be no extension granted at this time. 13 SEPTEMBER 2013 QUESTIONS AND ANSWERS QUESTION : We are told the SOW is not the same, can you please tell us the work that has been removed from the incumbent's SOW or at least the square footage that is no longer being included? Answer: The square footage has not changed. Your proposal should be based on the current statment of work. 10 SEPTEMBER QUESTIONS AND ANSWERS The PWS for the solicitation has been amended. Please find the amended solicitation attached. Amendments were made to the following sections: 1.1.1.5, 1.1.4.16, 1.1.5.1, 1.1.5.2, 1.2. QUESTION: How should "changeover pricing" be based? Do you want a price per room? ANSWER: Please see the revised PWS, section 1.2. QUESTIONS AND ANSWERS that were addressed at the sight visit of 9 September 2013. QUESTION: Who cleans the dishes and the refrigerator in the public kitchen area ? ANSWER: The customers/users. QUESTION: Is there a preference of the variety of paper towels that should be used in the bathroom? ANSWER: Please refer to PWS 1.1.4.22, which states: "1.1.4.22. Restocking of Restroom Supplies/Room Amenities: All restroom dispensers (i.e. paper towel, toilet paper, liquid soap dispensers, trash bags) shall be filled with Government furnished products as required to ensure there is always a sufficient supply. Each room shall be re-supplied with amenities furnished by the Government. These amenities include cups, stir sticks, facial tissues, bars of soap, and toilet paper." QUESTION: Does the base have its own water supply? ANSWER: No, the base uses local water QUESTION: Will the MSDS sheets be in the building? ANSWER: The original answer provided at the site visit was " Yes". However, upon further review the answer is actually no. Please see PWS 1.8, which states: "1.8. MATERIALS AND SUPPLIES: No materials or supplies shall damage floors, floor coverings, woodwork, painted surfaces, furniture, or other items being cleaned. Materials and supplies that do not fully comply with Wright-Patterson Fire or Environmental Regulations or that are of a highly caustic or toxic nature shall not be used or permitted in any building or area covered by the contract. The Contractor shall refer the contemplated use of any materials of an unidentified or doubtful nature as to flammable or caustic qualities to the COR for approval prior to use. The Government will assume no responsibility for Contractor materials and supplies which are lost, stolen, or damaged. This shall be the sole responsibility of the Contractor. Not more than two weeks usage of materials shall be stored by the Contractor in storage areas. The Contractor will only provide materials and supplies that meet standard industry practices. All new items of supply or material proposed for usage during the performance of the contract, not previously submitted for approval, shall be submitted to the Contracting Officer or his designated representative. The Contractor shall provide the Government information monthly on the quantity of supplies used during the course of the contract. This requirement is for information only. The Contractor shall maintain an up to date Material Safety Data Sheet (MSDS) book. " QUESTION: Who provides the cleaning supplies? ANSWER: Please refer to PWS 1.8 (above). QUESTION: Do you need to use Static Proof wax in the Laundry Room? ANSWER: Please review 1.8 above and also 1.1.1.5., which states: 1.1.1.5. Waxing: Public restroom, kitchen floors and laundry room floors are to be waxed in accordance with Appendix B, Workload Estimates. A properly waxed floor shall have an even coating of slip-resistant, static free wax. The floor shall be clean and bright, including corners, edges, and under the cabinet overhang in the kitchen. No brush marks shall be visible. Floor shall have an even sheen. All self-polishing wax shall be approved by the Contracting Officer Representative (COR) prior to usage. Dirt, black marks, foreign matter, old wax, and any stripper solution shall not be present under waxed floor. QUESTION: When will the supply closet be available in case cleaning crew needs extra supplies such as towels, sheets, etc...? ANSWER: The cleaning crew will have access to linen closet and the utility room any time they are there. If extra supplies are need by the guest, they will need to come to the front office to obtain them. QUESTION: What does the contractor need to do with the soiled linen? ANSWER: Please see revised PWS section 1.1.5.1. and 1.1.5.2. QUESTION: What cleanup is required outside? ANSWER: Please see the revised PWS section 1.1.4.16. QUESTION: Where will the contractor park? ANSWER: P lease see PWS 1.11.6, which states: 1.11.6. Contractor Entry Procedures: When the building is occupied by the NAOC team (crew vans parked around bldg. perimeter), there will be one entry/exit point at the front of the building. This is known as the Entry Control Point (ECP). Contract personnel are required to park their vehicles in a parking lot adjacent to the NAOC facility outside of the controlled area. At no time should contractor personnel attempt to drive their vehicles into the parking area inside the controlled area or cross the barriers or red rope at any point other than the ECP, contractor personnel may come directly to the front door to gain access to the building. Only individuals with the proper identification will be allowed to enter without escort. Contractor personnel could be subject to search belongings (Bags, Pocketbooks, Lunch bags) by CQ personnel on duty. When exiting the building personnel must go through the ECP. When the NAOC team is not in the building the contractor personnel may come directly to the front door to gain access to the building. MBER 2013 NOTICE OF SCHEDULED SITE VISIT: A site visit will be held at 12:30 P.M. Eastern on Monday, 9 September 2013. Transportation to the facility will be provided by bus from the Pass & ID parking lot located at Gate 12A. A response must be provided via e-mail to Ms. Yelena Kanevsky (yelena.kanevsky@wpafb.af.mil) to reserve a place for this site visit. A limit of two (2) people per contractor, and a reservation must be made no later than 11:00 A.M. Eastern on Friday, 6 September 2013. No other site visits will be organized or allowed. 0 AUGUST 2013 QUESTIONS AND ANSWERS QUESTION: Can a site visit be scheduled? If so, what is contact information? ANSWER: I am intending to arrange a site visit for all interested parties. Please check the FBO website next week for updated information. QUESTION: Is the entire solicitation package posted on fbo.gov to be returned with proposals? If "no", which portions, if any, should be incorporated into our bid? ANSWER: No part of the solicitation package has to be included in your proposal as long as your proposal contains all of the required information and your pricing matches the CLIN structure. QUESTION: Is a SF18 needed? ANSWER: The only forms needed are the ones specifically outlined in the solicitation documents. QUESTION: How should "changeover pricing" be based? Do you want a price per room? ANSWER: Please use the CLIN structure provided for the purposes of pricing the line items. QUESTION: I couldn't locate the SF 1449 form in the attached file. Are we expected to produce our own SF 1449 form or will the form be uploaded to the solicitation later? ANSWER: This is a combined synopsis-solicitation and as such a SF 1449 is not applicable. QUESTION: Is there an incumbent? If so how much is the current contract dollar value? Is it based on the same sow? ANSWER: Yes. Incumbent is Korean Maintenance LLC of Los Angeles CA The contract was awarded for $378,502.50. Requirement is not based on the same SOW. QUESTION: Every other page of the RFQ is upside down. Is it possible to reload a new copy. ANSWER: No. However, you should be a13 SEPTEMBER 2013 QUESTIONS AND ANSWERS Question: We are told the SOW is not the same, can you please tell us the work that has been removed from the incumbent's SOW or at least the square footage that is no longer being included? Answer: The square footage has not changed. Question: And is the incumbents price of $378K for one year? QUESTION: Can you please provide the contract number and award price of that contract? ANSWER: Base contract number FA8601-09-D-0001 QUESTIONS: What is the current contract amount? Has this SOW changed dramatically since the current contract? Can the proposal be submitted via email or mail only? Is there a mandatory site visit? ANSWER: See answers above for the first two questions. Proposal should be submitted via the ways listed on the FBO solicitation, only. No mandatory site visit. QUESTION: Is there a specific format that you would like the technical proposal and price proposal in? ANSWER: For the price proposed, please use the CLIN structure provided. Please make sure the proposal contains all of the information requested and outlined in the solicitation document. QUESTION: The attachments starting on Page 35--are these forms available somewhere on your website? ANSWER: they are attached to this solicitation on the FBO website. QUESTION: Confirm that this announcement is for a base and 4 options years to include an optional 6 month extension at the end of the last year? ANSWER: Yes, base year with four option years, 6 month extension (FAR 52.217-8) will be evaluated. See addendum for explanation. QUESTION: What factors are you looking for to determine if a company is technically acceptable? Is past performance a consideration and should we include recommendations and accolades? What other factors will the government take into consideration? ANSWER: please refer to Attachment 2 titled Evaluation Factors. QUESTION: Once award is made is this fully funded for the base period? Will this contract have a monthly payment schedule? ANSWER: Contract will either be fully funded or incrementally funded. Yes, monthly payment schedule. QUESTION: Can you confirm the dates this announcement was posted and closes? If we turn it in early can we work with you to ensure you have received everything you need to process our proposal? ANSWER: Please refer to the FBO posting of 21 August 2013 for dates the announcement was posted and is due to close. For the answer to your second question, please refer to the FBO posting of 21 August 2013 which states: The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. Before price is considered, the proposal must meet the requirements. The lowest priced technically acceptable offer will be awarded the contract. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE.
