Description
Pre-Solicitation Notice: This is a Total Small Business Set Aside under NAICS 238290, Small business size standard is $14,000,000.00. The Magnitude of Construction is between $1,000,000 and $5,000,000. Formal plans and specifications are anticipated to be issues on or about 14 November 2013. Interested concerns must be enrolled in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ to conduct business with the Department of Defense. The Point of Contact for small business questions or assistance is the Portland District Deputy of Small Business, Carol McIntyre, at 503-808-4602 or carol.a.mcintyre@usace.amy.mil. Performance Period: Construction contract is estimated to require 15 months from award to completion with an unchangeable on-site work window of 01 March 2015 to 26 April 2015 (8 weeks). Description of Work: A. The U. S. Army Corps of Engineers, Northwestern District Portland requires the Contractor to refurbish an existing 35-ton tailrace gantry crane providing and erecting a new 40 ton rated hoist and trolley, a new cab, a new gantry drive, new platforms and ladders, and a new conductor support system. This involves electrical work, mechanical, and structural work for the items replaced. The Contractor shall design and perform all work necessary to rehabilitate The Dalles Tailrace Gantry Crane by providing completely new mechanical and electrical systems. The existing gantry frame structure will remain and will be re-used, with slight modifications and/or repairs as necessary. The gantry structure will be recoated, requiring full lead abatement and containment while working on the tailrace deck. The main hoist of the crane will be re-rated from 35-tons to 40-tons. The new mechanical system includes, but is not limited to: 1. Removal and disposal of existing gantry drives (end trucks), designing and providing new gantry drives (end trucks) to the new load rating. 2. Removal and disposal of the existing hoist trolley, including the operator's cab, designing and providing a new, 40-ton rated hoist trolley. The hoist trolley includes items such as, new main hoist (rated at 40 tons), new auxiliary hoist (rated at 7.5 tons), new trolley drives, new trolley rails, new operator's cab, and new latching hoist. New wire rope will be provided for each hoist. The structural rehabilitation includes, but is not limited to: 1.Adding jacking pads on gantry structure, designed by the Government. 2.Removal and disposal of existing walkways, ladders, guardrails. Designing and providing new walkways, ladders, guardrails, mounting brackets and hardware. 3.Designing and providing torque arm brackets for shaft mounted gantry drive gearmotors. 4.Designing and providing a new conductor support system for 4 conductors inclusive two dead-end lattice towers. The new electrical system includes, but is not limited to: 1. Removal and disposal of existing power and control systems; mainline conductors, power and control panels, enclosures, resistors, transformers, and associated equipment; lighting; limit switches; motors and brakes. 2. Design and provision of complete new electrical power and control systems; new mainline conductors and grounding conductor, new power and control panels, enclosures, transformers and associated equipment, motors, brakes, heaters, limit switches, and lighting. The new control system will incorporate programmable logic controllers (PLC's) and new motors will be controlled by variable frequency drives (VFDs). B. It is assumed that the prime contractor will design, build, and test the new mechanical and electrical systems in the Contractor's facility, to the fullest extent possible. Once shop assembly and testing is complete, the new hoist trolley and other equipment would be delivered to The Dalles Dam for installation. The Contractor is allowed to have the Tailrace Gantry Crane out of service for a period of 8 weeks. This outage period has been already scheduled for 01 March 2015 to 26 April 2015. The Contractor will remove existing components, install new components, and field test the crane during this period. C. The Contractor shall provide a Site Safety and Health Officer (SSHO) for this project. The person that will act as the SSHO is required to have a minimum of five (5) years of safety work with similar projects and have passed a 30-hour OSHA construction safety class (or equivalent) within the last three (3) years. The SSHO may have no other duties for this work except function as the on-site CQC Manager. D. A qualified crane inspector shall perform all QC inspection of the new crane and shall submit inspection reports as required. E. All design computations and drawings shall be stamped by a registered professional engineer of the appropriate discipline who has done the work himself/herself or has supervised and reviewed the work if done by other engineers. A Request for Proposal (RFP) will be issued on or about 14 November 2013. Evaluation criteria will be provided in the solicitation, and a single firm-fixed price contract may be negotiated as a result of this action. Proposals for this project will be due no less than 30 days after issuance of the RFP.
