Description
Attachment 1 INTRODUCTION: The Naval Air Systems Command, Weapons Division Contracts Department (Code 2.5.4.2), China Lake, California is conducting a market survey of industry in support of Strike Planning and Execution Systems (PMA-281) to determine interested sources that have the ability to successfully provide high-end, mobile computer systems and consistent warrantee support for the Joint Mission Planning System (JMPS) program. Ultimately, PMA-281 desires to procure approximately 1800 total, fully-homogenous systems over a 24-month period. This estimate shall, in no way, obligate the Government to procure any assets. BACKGROUND: JMPS is a software intensive system-based product, founded on commercial off-the-shelf (COTS) computing hardware. The JMPS system is used for the pre-flight mission gathering, analysis, manipulation, collaboration, planning, and loading of data critical to Naval Aviation aircraft and their associated avionics subsystems and weapons, to those aircraft via a variety of data transfer devices. JMPS systems are also used in-flight to support mission re-planning and to provide increased situational awareness to aircrew, as well as conducting post-mission analysis and reporting activities. The Naval Mission Planning Systems (NavMPS) program initiates a bi-annual refresh to the COTS computer systems used for mission planning. This requires a thorough engineering evaluation of candidate machines to fulfill the specifications developed using the mission planning requirements of the Fleet. The NavMPS program integrates multiple COTS and Government-Off-The-Shelf (GOTS) software constituents into a single mission planning system, or Mission Planning Environment (MPE), for the Fleet. The integrated software contains all of the drivers for specific software, and is tested on Fleet representative hardware that contains the same components as those deployed to the Fleet. Unlike software that specifies minimum hardware requirements, the MPE is developed for a specific hardware suite. A component (e.g. HDD, DVD drive) or peripheral cannot be changed without an Engineering Change Proposal and subsequent testing. The mission planning software is made up of a framework that includes the operating system and other common functionality, drivers for the specific hardware, and a collection of software components depending upon the functionality the particular platform requires. The whole package, or the MPE, is installed on a laptop using a special installation method that wipes the machine and installs the MPE. The exact configuration of the hardware must be known, because each developer codes and performs testing to that configuration. OBJECTIVE: The objective is ultimately to compete the defined requirement on an unrestricted, full and open basis depending on a review of the information submitted in response to this sources sought and an in-lab assessment. In addition to searching the market for qualified manufacturers/vendors, the results of the sources sought may be utilized to determine if any Small Business Set-Aside opportunities exist per NAICS code 334111, small business size standard of 1,000 employees. All Small Business Set-Aside categories will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code. If your company is a Small Business, please specify if your company is or is not each of the following: (a) Service-Disabled Veteran owned Small Business (SDVOSB); (b) HUB Zone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business to the Government's Contract Specialist Sarah Ferrucci (contact information listed below). If this machine is offered via a GSA Schedule, please reference the corresponding GSA Contract Number in the capability statement submitted to the contract specialist. Through this sources sought, the JMPS program seeks input from potential vendors on their ability to provide cost-effective systems that meet or exceed the technical requirements listed in Attachment 1. Additionally, potential vendors are asked to submit feedback on these requirements, especially should the combination of the Threshold requirements of Attachment 1 pose an industry-wide challenge within a particular area, or as a combination in total. Note: The Government is fully aware and understands that Personal Computer Memory Card International Association (PCMCIA) is an obsolescing standard/technology. Many of the aircraft supported by these JMPS systems still employ/require PC Cards (some must use multiple cards simultaneously) as their data transfer device media due to limitations on the aircraft side of the interfaces involved. Although the Government has identified and procured USB-connectable PC Card readers, a single PC Card Slot remains the minimum acceptable for the computer chassis itself. However, other draft technical thresholds MAY be offset slightly should this most critical interface be supported. Specific technical recommendations for such offsets/trades in order to obtain this most critical interface will be helpful. REQUIRED CAPABILITIES: See Attachment 1 for specification criteria regarding the minimum system requirements (threshold) and desired system requirements (objective). IMPORTANT SYSTEM FACTORS: Key factors that will be taken into consideration during the evaluation process: (1) Ability to meet technical specifications (2) Ability to meet logistics/supportability requirements (3) Overall performance with target software (4) Usability/Human factors (to include: ease of removing hard drive and battery, ease of accessing ports (USB, Power, etc), ease of ejecting PC Cards/ Express Cards, monitor size (greater than 15" widescreen), monitor clarity (matte, anti-glare surface), monitor screen flicker/refresh rate, weight no greater than 14 lbs, ease of use of the Touch Pad or Mouse) (5) Security and (6) Compatibility with future software configurations. ASSESSMENTS: The evaluation process leading up to a Government hardware selection begins with requirements (specifications) provided in this sources sought. Upon submission of candidate system configurations in response to this sources sought, the Government intends to narrow the list of candidates down to those that could meet threshold requirements based on the capability statements. The Government will then obtain (either by loan or direct procurement) candidate hardware to perform an in-lab assessment to ensure that the software will operate on the proposed configuration. Finally, the Government then intends to solicit via GSA Orders or a Request for Proposal (RFP) for the required system configuration(s). SUBMISSION DETAILS: All interested sources shall submit the following information in a capabilities statement package (not to exceed 5 written pages, in files readable by Adobe Reader 10 or Microsoft Word 2007, to include no more than FIVE single-sided 8.5-11 inch pages, with no font smaller than 10 point.) demonstrating ability to perform the specific requirements discussed above. This documentation must address, at a minimum, the following: (1) Company details including: Company Name; Cage Code; DUNS Number; Company Address; Company Business Size; Technical and Management Points-of-Contact (POCs) -names, phone numbers, and e-mail addresses. (2) Prior/Current corporate experience performing efforts of similar scope within the last five years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the supplies described herein. (3) A capability statement that addresses the ability to meet the requirements defined in the Draft Technical and Logistics Requirements (See Attachment 1). (4) Details about any specific system configuration(s) that could potentially be offered to support a future solicitation, including technical component details and approximate costs. Note: The Government desires a breakout cost for all removable subcomponents (e.g., hard drives, mouse, optical drives, batteries, etc.) of the system configuration(s) offered. (5) Vendors may be requested, at a later date, to provide a machine for assessment purposes. To support this potentiality, the vendor should respond to the following questions: Does the vendor offer a demonstration product for potential purchasers? What is the maximum period of time that the vendor will make a demonstration product available to the Government for consideration? (6) Any other questions or recommendations regarding this sources sought.
