Description
This is not a solicitation announcement. This is a Sources Sought publication only. The purpose of this Request for Information (RFI) is solely for information and planning purposes only and does not constitute a solicitation. Please do not submit a proposal in response to this RFI. This notice is to assist the VA in the determination of sources only. A solicitation is not currently available. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential Contractors capable of providing Readjustment Counseling for eligible Veterans in the Denton, TX geographical area. These services are solely dedicated to Veteran patients of the North Texas Veterans Health Care System. The contractor would furnish readjustment counseling services to eligible veterans referred by Vet Center staff members or professional staff members of VA Psychiatry, Social Work, Psychology or Nursing Service. In addition, the contractor will ensure that the facility is adequate to meet the criteria for providing services to the veterans and includes private and confidential group and individual counseling areas. These areas must be easily accessible to those physically challenged. Readjustment counseling, for purposes of this contract, is counseling provided by social workers, psychologists, psychiatrists, or other qualified counselors, individually or in groups, specifically directed at social, psychological, or behavioral difficulties specifically related to the post-war readjustment to civilian life. Modalities of readjustment counseling include individual, group, and family counseling; all of which must have as their central purpose the post-war readjustment of Vietnam and/or post-Vietnam war zone veterans. This service does not include general mental health services, but only provides readjustment counseling for psychosocial difficulties related to post-war readjustment form military duty for example: a.Exposure to combat-related war trauma b.Exposure to other aspects of war zone stress c.Post-traumatic stress disorder (as defined by DMS-IV) and/or other war-related social and psychological difficulties. d.Stressor unique to military duty for eligible veterans. e.Psychological concern over a possible service-connected condition. f.Substance abuse connected with military duty and/or post-war homecoming and readjustment. g.Difficult post-war experiences, including disrupted homecoming and unsuccessful reentry into civilian roles. h.Concern over possible Agent Orange, biological or chemical agent exposure or ramifications thereof. i.Generalized alienation from society manifested by lack of expectable familial, educational and/or vocational activities. j.Psychosocial difficulties related to type of military discharge for other than a dishonorable discharge. The provision of medications and physical examinations are not to be considered a component of readjustment counseling, and therefore, will not be provided under this contract mechanism. Nonetheless offerors should have the capability through referral to arrange for needed physical examinations, prescription medications and/or other medical treatment. Additional Information: The VA seeks to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged or service disabled veteran owned small business) relative to NAICS Code 621330, Offices of Mental Health Practitioners (size standard of $7 Million) or 621112 Offices of Physicians, Mental Health Specialists (size standard of $10Million). Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions and developing a potential procurement strategy. After review of responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond directly to the corresponding solicitation by submitting a proposal. The intended contract period will be for one base year and four, one-year option periods, which is to begin on or about October 1, 2013. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
