- Justification and Approval (j&A) INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the of the Biochemistry and Biophysics Center/Laboratory of Molecular and Cellular Imaging (NHLBI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to PI (Physik Instrumente) LP, 16 Albert Street, Auburn, MA 01501 to procure a Piezo and controls for iPALM super-resolution microscope system. Procurement: Contractor Requirements: The Contractor will provide the following: Deliver piezo and parts of the following type. 1. Piezo Z/Tip/Tilt Platform, Clear Aperture, 1.2 mrad, 12 μm, SGS, LEMO Connector 2. 9½-Chassis for Modular Piezo Controller System, 1 to 3 Channels Piezo Amplifier Module, -30 to 130 V, 3 Channels 4. Sensor / Piezo Servo-Control Module, SGS Sensors, 3 Channels 5. Interface- / Display-Module, 24Bit D/A, TCP/IP, USB, RS-232, IEEE 488, 3 Channels 10 items of PICMA Piezo Actuator, 6.5 μm Travel Range, 5 × 5 × 9 mm, Wire Leads 7. 3 items of Capacitive 2-Plate Position Sensor, 15 μm, Aluminum 8. 9½-Chassis for Modular Piezo Controller System, 1 to 3 Channels Piezo Amplifier Module, -30 to 130 V, 3 Channels 10. Sensor / Piezo Servo-Control Module, Capacitive Sensors, 3 Channels 11. Interface- / Display-Module, 24Bit D/A, TCP/IP, USB, RS-232, IEEE 488, 3 Channels Estimated Delivery Estimated time of delivery is 4 to 5 weeks after receipt of purchase order Background: The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The Laboratory of Molecular and Cellular imaging part of the Biochemistry and Biophysics Center of the National Heart, Lung, and Blood Institute of the National Institutes of Health, is building a custom 3D super-resolution microscopy system. This hardware will allow the lab to visualize proteins in 3D at the nanometer scale. Purpose and Objective: The purpose and objective is to purchase a piezo and control parts. The parts will be used in a super-resolution 3D microscope system. Inspection and Acceptance Requirements The equipment must perform according to the manufactures specifications as determined by both the manufacturer and the government upon delivery Reporting Requirements and Deliverables The vendor shall deliver all parts as specified in the "Contractor Requirements" section. The vendor shall inform the Government if it foresees delays in delivering the parts beyond the lead time it specified for the Government. Justification: Refer to attached Justification and Approval ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 339115 Ophthalmic Goods Manufacturing Small Business Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1st 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
