- INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-CSS-2013-3043862A and the solicitation is issued as a request for quotation (RFQ). Point of Contact: Lauren Phelps, Contract Specialist, Telephone: (301)-594-2490, Email: Lauren.Phelps@nih.gov ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69, dated August 1, 2013. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offerors must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. Contract Terms and Conditions - Commercial Items per FAR clause at 52.212-4 apply to this acquisition. Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, found at FAR clause at 52.212-5, also apply to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. SMALL BUSINESS SET ASIDE STATUS This combined synopsis/solicitation is unrestricted and available for full and open competition. BACKGROUND INFORMATION: The National Institute on Drug Abuse (NIDA) Biomedical Informatics Section (BIS), has a brand name or equal requirement for replacement ONEAC Uninterruptable Power Source (UPS) batteries. The batteries will support currently installed ONEAC UPS's that provide emergency power and ensure both availability of NIDA communications capabilities and safety. To ensure full functionality of the ONEAC equipment currently installed, only ONEAC/Powervar or brand-name equivalent batteries will meet the needs of this requirement. PROJECT REQUIREMENTS The NIDA BIS requires replacement batteries for use in the UPS equipment detailed in the attached spreadsheet. The spreadsheet provides the model number, part number, and serial number of the UPS's and extended runtime batteries currently in use. The replacement batteries must be Underwriter's Laboratory listed so that they will be fully functional and the replacement batteries must also be wired and shrink-wrapped per manufacturer specifications for installation in the existing units. The following is required: 1.Sixteen (16) Replacement Battery Packs for ONEAC ON3300 and ON5000 [Powervar Manufacturer's Part No. ONBP-517 or Equal] 2.Two (2) Battery Replacements for ONEAC Sinergy Series UPS [Powervar Manufacturer's Part No. SEBP-2007 or Equal] 3.Fifty three (53) Replacement Battery Packs for ONEAC/Powervar Universal Series UPS [Powervar Manufacturer's Part No. ONBP-405 or Equal] 4.Twenty nine (29) Replacement Battery Cabinets for ONEAC/Powervar Universal Series UPS [Powervar Manufacturer's Part No. ONXBCU-417R or Equal] 5.Twenty nine (29) Refundable Battery Cabinet Deposits for ONXBCU-417R Battery Cabinets [Powervar Manufacturer's Part No. RBP-DEP or Equal] ANTICIPATED PERIOD OF PERFORMANCE The commodity shall be delivered within seven weeks after receipt of reward. Delivery to the NIDA BIS at the address below is required and freight costs should be quoted as a separate line item in supplier responses. Installation is not required. NIDA BIS 251 Bayview Blvd. Baltimore, MD 21224 This location has a loading dock. EVALUATION CRITERIA The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical performance considered. A firm fixed price award is anticipated. RESPONSE REQUIREMENTS Interested suppliers are encouraged to submit a quotation responding to the listed requirements. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and must include: 1. Unit Price 2. List Price 3. Shipping and Handling Costs (Quoted as a separate line item) 4. The delivery period after contract award 5. Any prompt payment discount terms 6. Contractor Dun & Bradstreet Number (DUNS) 7. Contractor Taxpayer Identification Number (TIN) 8. Contractor Point of Contact Information All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. Small business certification must be included in the contractor's SAM profile if the contractor is quoting as a small business. All responses must be received by September 24, 2013 at 9:00 AM EST and must reference solicitation number HHS-NIH-NIDA-CSS-2013-3043862A.
