- AMENDMENT ONE: The original PWS that was posted with this combined solicitation/synopsis was inaccurate. Please see the accurate PWS which has been uploaded with this amendment. The accurate PWS should provide answers to questions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is W91ZLK-13-T-0328. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-69. The associated North America Industry Classification System (NAICS) Code is 541519 and the Business Size Standard is $25.0M Employees. The Government contemplates award of a Firm-Fixed Price (FFP) Purchase Order. In accordance with the specifications, using Federal Acquisition Regulation FAR PART 13.5, Test Program for Certain Commercial Items. Acceptance shall be at destination. Place of Performance: Aberdeen Proving Ground (APG), MD Description of the Requirement: The Network Enterprise Center (NEC) of Aberdeen Proving Ground (APG), MD provides Operation and Maintenance of a telephone network which supports all base telecommunications from a telephony functional area. A telephony function area is the use or operation of an apparatus for the transmission of sounds as electrical signals between widely removed points. In the case of this procurement, commercial level support is required for the Avaya S8720 servers and Gateway telephone systems currently installed at APG. The telephone switches, the ancillary equipment, and voicemail systems are located in the Aberdeen and Edgewood areas. This action shall be the brand-name only of Avaya. Only Avaya Federal Solutions (AFS), Inc. and authorized Avaya Federal Business Partners with access to Avaya's intellectual property are authorized to performance maintenance and repair on Avaya switches. No substitutions or partial orders shall be accepted. Please see the attached Justification and approval (JA-13-32) and the Performance Work Statement (PWS) for further details. Quotes will be evaluated based on Lowest Price Technically Acceptable (LPTA). The offeror shall address each of the technical requirements in the solicitation and PWS with a specific, precise description of proposed methods, frequencies and procedures to be used in meeting the requirements. The explanation should show a thorough understanding of the requirements being addressed in accordance with the PWS. AMC-LEVEL PROTEST (NOV 2008) If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer.
