- The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005 on behalf of Product Manager Meteorological and Target Identification Capabilities (PM MaTIC), has a requirement for Program Management, Engineering, Logistics, Business, Administrative, Operations, and Security Service Support for PM MaTIC for the following programs and systems but not limited to: Persistent Threat Detection Systems (PTDS), Joint Combat Identification Marking System (JCIMS), AN/TMQ-52A Meteorological Measuring Set-Profiler (Profiler), and the Persistent Ground Surveillance System (PGSS), as well as supplemental support to Project Manager, Navigation Capabilities and Special Projects (PM NCSP). This effort requires support services at Continental United States (CONUS) locations. The period of performance for this effort will be one 12-month base period and two 12-month option periods. This procurement is a total small business set-aside. The North American Industry Classification System (NAICS) Code is 541330 with a size standard of $14,000,000.00. The Government intends to issue a solicitation on or about 02 October 2013. Proposals will be due 30 calendar days following release of the solicitation. The Government will only consider proposals offered from responsible small businesses. The Government intends to award no more than one cost-plus-fixed-fee (CPFF) definitive contract, utilizing the Tradeoff process in accordance with (IAW) FAR 15.101-1. The solicitation will be issued electronically in accordance with FAR 4.502(a), 5.102(a) and 15.203(c), therefore, hardcopies will not be provided. All proposals shall be submitted electronically via the Army Single Face to Industry (ASFI) at solicitation release. In order to submit a proposal, offerors are required to have a current profile at the System for Award Management (https://www.sam.gov/portal/public/SAM/) in order to bid on solicitations. The closing date for this synopsis is 02 October at 4P.M. Eastern Daylight Time.
