- This is a pre-solicitation and a notice of intent to award a sole-source, fixed price purchase order to Elsevier B.V, Radarweg 29 Amsterdam 1043 NX, for commercial items prepared in accordance with FAR Parts 12 and 13.5. It is the intent of the National Institutes of Health (NIH), National Library of Medicine (NLM) under the authority of FAR 6.302-1 to procure for the Office of Extramural Research (OER), Elsevier Scopus Custom Data Software. This software is unique and proprietary to Elsevier B.V. The North American Industry Classification System Code is 541511 and the business size standard is $25.5 million. This is not a 100% small business set-aside. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. SOLE SOURCE JUSTIFICATION Elsevier Scopus was found to best match the needs of the OER for two reasons. First, Scopus is the only provider that advertises data retrieval using the PubMed identifier, a unique identifier that OER uses to uniquely identify NIH-supported publications. Data retrieval via PMID provides operational efficiencies as well as data quality improvements. Second, the available pricing for Scopus is substantially more beneficial to the government, both in the first acquisition as well as in any later acquisitions for data update. Elsevier is the only source for Scopus data. The National Institutes of Health (NIH), Office of Extramural Research (OER requires citation and other bibliographic data for publications to conduct analyses of publications that have acknowledged NIH funding support. In particular, the OER will use these data to understand the utilization of these articles by the scientific community. For these purposes, the OER will require data describing the total number of times per year that these articles were referenced by other articles. Additionally, the OER will require digital object identifiers (DOI) for each article to aid linkage to other data sources. The OER requires citation data for articles published in the last ten years, estimated to be approximately 500,000 articles. Each of these articles is linked to its own unique identifier, the PubMed Identifier (PMID). This is not a Request for Quotation (RFQ), nor is a RFQ available; however, all responsive sources may submit a capability statement in a timely manner which will be considered by NLM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 3:00 PM EST on Tuesday, September 24, 2013. Capability Statements must include pricing information and should reference Elsevier Scopus NIH-LM-2013-904/EJB and should be submitted to briscoee@mail.nih.gov.
