- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: ALL TECHNICAL QUESTIONS CONCERNING THE LISTED ITEM(S) ON THIS REQUEST FOR QUOTATION (RFQ) SHOULD BE DIRECTED TO Mr. Clement Lacher at 412-386-4907. e-mail Clement.Lacher@netl.doe.gov. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax. Vendors may e-mail their RFQ?s or proposal(s) to the Contract Specialist assigned to this requirement, who is Mr. Robert Mohn, e-mail address Robert.Mohn@netl.doe.gov and the FAX number is 412-386-5770. EVALUATION: The award will be made to the low priced, technically acceptable offer. An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Offerors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance will be determined by the offeror's provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
