Description
The Missile Defense Agency (MDA) intends to award a sole source contract valued at $20M ($4/M annually) to Corvid Technologies (Corvid) of 145 Overhill Dr, Mooresville, North Carolina for mathematical algorithm development and computational analysis in support of Aegis Ballistic Missile Defense (BMD) Flight Missions and related activities. This is a follow-on contract to contract number HQ076-10-C-0002. The anticipated contract period of performance for this requirement is five years (one 12-month base period and four 12-month option periods). Under this contract, Corvid will continue to develop and deliver modifications to the existing Computational Shock Physics (CSP) codes contained in Government-owned input decks, then load and test each modified input deck using the appropriate CSP code application. After acceptance of each modified input deck, Corvid will perform code calculations as necessary for Aegis BMD Flight Test Missions (FTMs). Corvid will continue to develop and modify input decks as the Standard Missile-3 kinetic warhead and threat designs evolve, and continue to support Aegis BMD FTMs as well as perform other weapon system effectiveness and lethality related analyses. Corvid is the only source with the requisite knowledge, expertise and experience to develop and deliver modifications to the input decks in the required timeframe necessary to meet mission requirements. This expertise cannot be attained from another source without duplication of costs and a delay in fulfilling the Agency's requirements. The MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. MDA invites any other contractor that reasonably believes it can fulfill the requirements without incurring duplication of costs and experiencing delays to provide a capability statement electronically to Neal Booher, Contracting Officer, at allen.booher@mda.mil by 5:00pm Eastern Time on October 6, 2013. The US Government is not liable for any cost associated with the capability statement.
