- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for applicator subsystems which are capable of meeting the basic requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. The Joint Project Manager - Protection (JPM-P) of the Joint Program Executive Office - Chemical and Biological Defense (JPEO-CBD) is seeking sources that are capable of providing applicators that can be used to spray a two-part liquid indicator material, with physical characteristics similar to water (~8.5 lbs/gal), currently under consideration for use in the Contamination Indicator Decontamination Assurance System (CIDAS). The first liquid is an enzyme-based material and the second liquid is a substrate material. The two solutions must remain isolated from each other prior to mixture and release at a 50/50 ratio as it sprays from the applicator nozzle. The CIDAS will consist of an applicator and indicator technology for visually indicating the presence of chemical warfare agents on tactical vehicles, aircraft, shipboard surfaces, crew-served weapons, and individual/personnel weapons that may have been exposed to chemical contamination in hostile and non-hostile environments. The CIDAS will be used by personnel in Mission Oriented Protective Posture (MOPP) level 4 to assist in immediate, operational, or thorough decontamination of military equipment to reduce the hazard to personnel and equipment and to assist in restoration of operational mission capability. The draft CIDAS requirements include three configurations of applicator ranging from less than 12 pounds to almost 200 pounds. Time required to setup/prepare, refill, and cleanup/store 9. Reliability, availability and maintainability performance 10. Repair and maintenance instructions 11. Manufacturing lead time 12. Features (e) Evidence of recent experiences in work similar in type and scope to include contract numbers, project titles, dollar amounts, description and percent of work performed.
