- Engineering Support Services, In support of SOURCES SOUGHT NOTICE DECRIPTION Subject R - Professional, Engineering Support Services - Sources Sought for information and planning purposes from qualified and experienced Small Businesses. The contract is a Firm Fixed Price through Seaport-e Portal for the Northeast Zone 1 which would provide non-personal Engineering Support Services to Code 270.6 Minuteman Motor-Generator (M-G) Depot. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. FFP-ENGINEERING SERVICES-Portsmouth Naval Shipyard (PNS). It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The NAVSUP Fleet Logistics Center Norfolk, (FLCN) Portsmouth Annex is seeking information on qualified and experienced sources for planning purposes to further develop an acquisition strategy, and hear from interested Small Business vendors that have the capability to support this requirement. The proposed contract is a Firm Fixed Price award and the government expects to make an award on or about January 2014. The intent of this announcement is to inform the Small Business Industry that Portsmouth Naval Shipyard is seeking a qualified and experienced a Senior Engineer to perform Depot Refurbishment and Manufacturing Project (DRMP) Services, (See Performance Work Statement). The infrastructure is located at the Portsmouth Naval Shipyard (PNSY), in Kittery, ME and Hill Air Force Base, Ogden, Utah. All contracted staff must be U.S. Citizens and capable of achieving a DoD Confidential Level security clearance. The NAICS Code is 541330, All Other Professional, Engineering Services, size standard is 14M. Contractor must be familiar with all shipyard activities, and their functions, pertinent procedures and responsibilities in order to provide guidance and recommendations to the production shops and Codes on how to better accomplish their assigned manufacturing projects. Interface and communicate with the Project Managers and Shop Superintendents in the performance of their duties to determine best practices. The work to be performed requires a Final Department of Defense (DoD) Confidential Security Access. It shall be the proposed contractor's responsibility to obtain appropriate security clearances as required by the U.S. Navy for all company personnel, including those of proposed subcontractors who will be involved in the work or who will require access to restricted areas. The proposed contractor's facility must be cleared to a minimum, of Confidential Clearance, and contractor's personnel to include subcontractor must possess proof of U.S. citizenship as a minimum. The period of performance consists of a base-year followed by four (4) one (1) year options through 2019. Interested Small Businesses are encouraged to submit a Capabilities Statement detailing their technical expertise in the functional areas and displaying their ability to provide the necessary personnel. The capabilities statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Contractors response shall also include the following information and can be submitted in your own format: Size of company, i.e., 8(a), WOSB, SB, Veteran, all others, number of employees, relevant past performance on same/similar work dating back 5 years and your company's capability to perform the type of work. Standard company brochures will not be reviewed. Submissions are not to exceed six (6) typewritten pages in no less than 12 font. CAGE Code, and DUNS Number, are required as well as any other pertinent information. Please provide these packages by 1400 hrs EST, September 10 October, 2013 via email to Mr. Joseph A.
