Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-13-R-0341 for the following cemetery: Knoxville National Cemetery 939 Tyson Street, NW Knoxville, TN 37917 This acquisition is 100% set aside for Service-Disabled, Veteran-Owned Small Businesses. The NAICS Code is 812220, Size Standard is $19.0 Million. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Knoxville National Cemetery in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance throughout. THE CEMETERY HAS NO IRRIGATION. This contract requires the use of a portable watering source for all turf and headstone maintenance. Services include, but are not limited to maintenance of grounds, regular mowing, weed eating, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, maintenance of gravesites and headstones, and the alignment and washing of headstones, headstone installation and maintenance, turf maintenance, plant and tree maintenance, sunken grave repair, grave excavation and backfilling, trash removal, snow and ice removal, placement and removal of flags, janitorial services, facility maintenance and include regularly scheduled removal of floral items. All work shall be done during normal Federal workdays in daylight hours. The exceptions are Memorial Day weekend and other special days as requested by the Contracting Officer's Representative (COR). Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) Evaluation criteria for this award will be in the following order: 1) Past Performance 2) Technical 3) Price.
