Description
Subject: Request for Information (RFI), Information Technology and Knowledge Management Support Services. PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy to obtain professional and technical services for cyberspace operations support as part of Marine Corps Forces Cyber Command (MARFORCYBER's) mission. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The Regional Contracting Office - National Capital Region (RCO-NCR) is requesting responses from all sources. The qualifying code for this effort is NAICS 541511. BACKGROUND: MARFORCYBER is located in the Washington National Capital Region (which would be the primary location for services), and conducts cyberpspace planning and operations as the USMC service component of USCYBERCOM in support of Department of Defense (DoD) operations, to include Marine forces, worldwide. Information Technology and Knowledge Management Support services will be required to ensure a secure information technology environment is available to all members of the MARFORCYBER. The Contractor will be required to possess a TS//SCI clearance with a counter intelligence polygraph, and many deliverables will classified. CORE OBJECTIVES TO BE ACCOMPLISHED 1. Information Technology Help Desk Support Services: Tracks, troubleshoots, and resolves all matters pertaining to secure and non-secure data, voice, and video services. This includes service provisioning, moves, adds, changes, and problem resolution. Help Desk Support Services will focus on internal support and will be the direct interface between local users and multiple contracted Information Technology vendors. Help Desk Support Services will be responsible for maintain situational awareness, communicating system troubles or outages to the staff, and coordinating and/or participating in repair efforts. Experience with desktop computing and telephony, servers, multimedia systems and computer networks, Microsoft Active Directory, Public Key Encryption, and basic information security best-practices is expected. 2. Multimedia Systems Engineering Services: Manages a full suite of video teleconferencing systems (VTCs) and underlying infrastructure. This includes VTC system end units, multi-point control units, gateways, bridges, and call management/scheduling systems. Experience with installing, programming, and maintaining CISCO, Tandberg, and Polycom video teleconferencing end units and management systems (e.g., Tandberg Management Suite and similar suites from other vendors), as well as audio visual systems, engineering multimedia systems comprised of end units, management systems, gateways, and multipoint control systems, as well as audio visual systems. Experience with data, voice, and video network engineering, audio visual device programming and configuration, including audio mixers, control units, pixel processors, and touch panels is expected. 3. Video Teleconference Coordination and Management: Support daily operations (scheduling and execution) of VTC calls throughout MARFORCYBER. Responsible for the overall management, scheduling, operations, and maintenance of video teleconferencing capabilities to support the headquarters and senior leadership within the command. Experience with using CISCO, Tandberg, and Polycom video teleconferencing end units and management systems (e.g., Tandberg Management Suite and similar suites from other vendors), as well as conference room audio visual systems. Experience with scheduling and managing calls using management suites, gateways, and multipoint control systems is expected. 4. Web Development and Administration: Provides technical and administrative governance of MARFORCYBER web-based systems, which include Microsoft SharePoint environments and standard websites. Develops systems and system features that support communication and collaboration. Produces and interprets SharePoint performance trends, implements and manages access controls, including public key infrastructure, develop and integrate new features and functionality or develop enhancements to existing functionality, support Internet Information Services (IIS) servers, support information security architectures and technical controls, documents and maintains system configurations, designs and configured SharePoint and website services, assesses new and relevant SharePoint and web services technologies. Designs, builds, and implements widgets and other web-based tools, corrects programming errors, prepare operating instructions, compile documentation of program development, analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. Experience with SharePoint administration, various integrated development environments (e.g., Microsoft Visual Studio, Adobe Dreamweaver, etc), SharePoint Designer, proficient with SharePoint/Web design, designing and governing aesthetics, layout, and content, creating custom web parts and work flows is expected. 5. Information Assurance Support Services: Researches Information Assurance/Security policies and directives, as well as current industry standards and best-practices. Uses research to develop comprehensive command policies and orders that improve our Information Assurance/Security posture. Support security auditing and testing and facilitates system certification and accreditation processes. Experience with policy development and enforcement, as well as auditing and certification and accreditation processes, conducts research on U.S. Federal Government Information Assurance methodologies, from sources such as: Department of Defense, Department of Navy, National Security Agency, National Institute of Standards and Technology. Ensures compliance with applicable policies, directive, standards, and best-practices, such as: DoD Directives, Intelligence Community Directives, Federal Information Security Management Act (FISMA), DoD 8570. Develops Command IA policies, orders, and procedures, Develops security solutions for access control and information protection where necessary, tracks and manages IA events and incidents, performs incident response and report, determines IA trends, conducts compliance audits, develops IA awareness products, communicates and collaborates with other Government Agencies to ensure alignment of IA approaches 6. Project Management Support Services: Serves as a full-lifecycle project manager, managing IT products and services initiatives from concept to deployment. Manages all aspects of IT projects, including concept development; requirements analysis; scope, schedule, and cost performance; quality assurance; implementation; and transition to operations and maintenance. Experience with IT and/or telecommunications project management and engineering, including service provisioning (requirements gathering, engineering, implementation) and certification and accreditation, experience with MicroSoft Project, Critical Path Method, and Earned Value Management, familiarity with DoD budgeting and acquisition processes, develops project plans, scope of work documents, schedules and other project management artifacts, conducts requirements analysis and schedule development, manages scope, schedule, and cost based on project objectives, identifies and manages project risks (technical and programmatic), identifies, tracks, and communicates project issues, and performs change management. 7. Knowledge Management: Advise MARFORCYBER on the benefits of Knowledge Management (KM), and understands the principles, processes, enabling tools and technologies of KM. Structures command information in a meaningful way to easily store and retrieve important knowledge to support decision-making and efficiently increase performance. Harvest knowledge, ideas, and share them with relevant stakeholders. Identify and critically assess the value of knowledge in within MARFORCYBER. Structure tools and technologies to effectively support KM processes, within and between organizations. Filter, analyze, synthesize, accumulate, store, communicate and apply knowledge to better collaborate in a dynamic, team environment. Conduct risk assessments of the knowledge management practices and strategy of MARFORCYBER. Audit existing KM processes and intellectual capital. Develop KM objectives and strategy to support organizational mission and goals. INSTRUCTIONS: Responses to this RFI shall not exceed 15 pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Current commercial pricing sampling for like or similar services (not included in page count); (3) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, (not included in page count); (4) Three (3) customer Citations of any current or past performance related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
