Description
Subject: Request for Information Synopsis for Intelligence Analysis Support Services. PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy to obtain Intelligence Analysis Support Services for Marine Forces Cyber Command (MARFORCYBER). This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The Regional Contracting office - National Capital Region (RCO-NCR) is requesting responses from all qualifying sources. The qualifying code for this effort is 928110. BACKGROUND: MARFORCYBER is located in the Washington National Capital Region (which would be the primary location for services), and conducts cyberpspace planning and operations as the USMC service component of USCYBERCOM in support of Department of Defense (DoD) operations, to include Marine forces, worldwide. Intelligence Analysis Support Services will be required to update and fulfill the Commander's Priority Intelligence Requirements (PIRs), coordinating exchange of intelligence and cyber threat information between MARFORCYBER and other organizations, and assessing the relevance of recent incidents and attacks. In addition, knowledge management services are required to advise MARFORCYBER on the benefits of Knowledge Management (KM), and understands the principles, processes, enabling tools and technologies of KM. Structures command information in a meaningful way to easily store and retrieve important knowledge to support decision-making and efficiently increase performance. The Contractor will be required to possess a TS/SCI clearance with a counter intelligence polygraph, and many deliverables will classified. CORE OBJECTIVES TO BE ACCOMPLISHED Intelligence Analysis Requirement Overview: Assist MARFORCYBER in updating and fulfilling the Commander's Priority Intelligence Requirements (PIRs), coordinating exchange of intelligence and cyber threat information between MARFORCYBER and other organizations, and assessing the relevance of recent incidents and attacks. Assist in the initiation, direction and tracking of the Collection Requirement Management (CRM) efforts of MARFORCYBER to include establishing internal and external coordination procedures, provide recommendations on the development of operationally related intelligence collection functions, CRM support to the Intelligence Support Section, Operational Planning Teams, Regional Teams, and support to exercises. Requirements and Objectives: 1. Analyze and document the political, economic, social, and behavioral aspects of malicious cyber activity. 2. Develop and document Joint Intelligence Preparation of the Operating Environment (JIPOE), intelligence estimates, annexes, and analytical support to the cyber target development for Operational Plans (OPLANs) and Contingency Plans (CONPLANs). 3. Analyze and document all-source intelligence reports in support of offensive and defensive cyber operations. 4. Analyze and document cyber threats to Marine Corps Networks. 5. Identify and document intrusion attempts and activities on Marine Corps networks. 6. Research, analyze, and document the cyber capabilities of nation states, non-state actors, criminal, terrorist organizations, hackers, and other threat actor operations to conduct computer network attack and exploitation against U.S. Marine Corps' forces and their computer network systems. 7. Generate statistical reports and documents on the status and performance of MARFORCYBER collection assets and must be able to present that information in varying formats to a variety of audiences. INSTRUCTIONS: Responses to this RFI shall not exceed 15 pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Current commercial pricing sampling for like or similar items (not included in page count); (3) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, (not included in page count); (4) Three (3) customer Citations of any current or past performance related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Please identify business size; point of contact; phone number; DUNS number; and CAGE code. Response is due by 2:00 P.M. EST on 9 October 2013. Please submit e-mail responses to Wanda S. Any information the vendor considers proprietary should be clearly marked as such.
