Description
Furnish all supervision, labor, materials, and equipment necessary for the HVAC Modernization, Central Plants, Controls & Energy Management Systems Upgrades & Miscellaneous Mechanical Repairs at the SSA Data Operations Center at 1150 East Mountain Drive in Wilkes-Barre, PA. The project objective is to modernize the secondary air distribution system and computer room air conditioning (CRAC) unit distribution by converting the existing air distribution system in the office space to a new VAV system. Modernize the Central Heating system, fuel delivery system and pumping system. Modernize the Cooling plant and the pumping systems. Mitigate the odors emanating from the elevator machine rooms. Upgrade the existing Building Automation System (BAS) and controls to manage the mechanical (heating and cooling) operations and integration with the energy management system. Enhance the existing Energy Management System (EMS) to manage the electrical and water aspect of the facility along with incorporating Smart Metering for each of the floors, server room and major pieces of equipment and the facility. Replace and update the requirements for the server room with new CRAC units and provide 100% backup/redundant cooling. Update/Refresh the existing ceiling system. Replace the existing ceiling tile system with a new ceiling tile system and layout. The project work includes all work necessary to modernize the HVAC/mechanical system and will include work in the following areas: HVAC (VAV boxes, ducts, boilers, chillers & computer room air conditioning units), Building Automation System (Energy Management & Building Management Systems), ceiling tiles and other associated work. It should be noted that the building will be occupied throughout the project and that the work shall be performed in multiple phases. The approximate duration of the contract is thirty-six (36) months. The estimated cost range of this project is between $5,000,000 and $10,000,000. This will be a firm fixed price type contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). This project is unrestricted and will be competed under full and open competition (available to large and small business concerns). The successful offeror will be required to utilize GSA's computer software ePM system (Electronic Project Management) to communicate with the entire team regarding the status of contract administration issues. A source selection/best value method will be applied for evaluation of offers and selection of the successful Offeror for this procurement. The best value approach provides the opportunity to select an Offeror who is not necessarily the lowest-priced or the highest technically-ranked. GSA will select the proposal that represents the best value based on the evaluation of technical factors and price, with technical factors being approximately equal to price. This is an advisory multi-step procurement process. Consequently the acquisition process shall consist of three phases: 1) receipt and evaluation of technical and price proposals; 2) develop a competitive range; 3 ) if necessary, upon completion of negotiations, request, receipt and evaluation of final price revisions. Offerors will submit their technical and price proposals, consisting of the following technical factors: 1. Key Personnel Qualifications and Organizational Chart 2. Past Experience on Relevant Projects 3. Past Performance on Relevant Projects 4. Subcontracting Methodology, Commitment Goals and Outreach Efforts It should be noted that the evaluation factors are listed in decreasing order of importance, with factors 2 and 3 of equal weight. The technical proposals will be reviewed and evaluated prior to and separately from the review of the price proposals. A competitive range will be developed, if necessary, and negotiations will be conducted. GSA intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's proposal should contain the Offeror's best terms. GSA reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The solicitation will be available on or about 10/08/13. Interested parties may download their own copy of these documents. These documents will be in.pdf format and may be accessed on a World Wide Web (WWW) server at http://www.fbo.gov. It is the offeror's responsibility to monitor this website for the release of any amendments and to download their own copy of any amendments. This site provides instructions for downloading the amendment file(s). A pre-proposal conference will be conducted for this project. The date, time and location will be contained in the solicitation documents. In addition to prime contractors, subcontractors (especially small business concerns) are also invited to attend. This will give subcontractors the opportunity to learn about the project. In addition, the sign-in sheet will have contractors indicate whether they are a prime contractor or subcontractor and whether they are a small or large business. This sign-in sheet will be contained in an amendment to this solicitation. Licensed contractors are invited to respond to this Pre-Solicitation Notice by submitting one (1) original of the required price information and one (1) original and five (5) copies of the required technical proposal. The technical proposal should be in an 8-1/2" x 11" 3 ring binder format and should be organized to correspond with the evaluation factors. Price proposals shall be attached with a binder clip and included in a separate envelope. Late submittals will be handled in accordance with FAR 52.215-1(c)(3). Facsimile proposals will not be accepted. This procurement is being solicited under full and open competition and is available to large and small business concerns. The NAICS CODE is 238220.
