Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. <p> This notice is being issued as a Request for Quotation (RFQ) for one (1) helium leak detector with the following specifications: <p> 1.Shall have a mass spectrometer resolution of 14 or greater for mass 4. 2.Shall be capable of detecting, measuring, and quantifying helium gas leak rates at pressures up to and including 100 torr. 3.Shall be capable of detecting, measuring, and quantifying helium gas leak rates as low as 1x10-10 atm-cm3/s 4.Shall be capable of detecting, measuring, and quantifying helium gas leak rates as great as 1x10-1 atm-cm3/sec. 5.Shall be capable of being calibrated with an external calibrated leak >9.9x10-4 atm-cm3/s. 6.Response time shall be less than 2 seconds. 7.Shall have a top mounted test port. 8.Test port shall be a NW25 connection. 9.Mass spectrometer shall have tungsten filaments. 10.Shall be capable of interfacing with a computer for remote control and data output: RS-232 or USB port. 11.All pumps shall be oil-free dry pumps. 12.The leak detector shall be mobile. 13.Power shall be: 115V 60 Hz. 14.Internal calibration standard shall be temperature compensated. 15.Internal calibration standard shall be easily removable <10 minutes. 16.Mechanical systems shall be physically isolated from electronics. 17.Shall be capable of operating without additional calibration for at least 90 hours. 18.Vendor/manufacturer shall provide 90 hours of data demonstrating units ability to accurately and repeatedly measure an externally mounted 1x10-3 atm-cc/s NIST traceable leak standard. 19.Gross leaks shall not pass through a mechanically variable path <p> The provisions and clauses in the RFQ are those in effect through FAC _2005_- 69__. <p> This procurement is a total small business set-aside. <p> The NAICS Code and the small business size standard for this procurement are 334513 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. <p> All responsible sources may submit an offer which shall be considered by the agency. <p> Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 8 weeks ARO. Delivery shall be FOB Destination. <p> Offers for the items described above are due by close of business, September 25, 2013 to Ingrid Pace (Ingrid.Pace-1@nasa.gov), 21000 Brookpark Road, Mail Stop 60-0, Cleveland, OH 44135, fax (216) 433-2480 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml <p> Offerors shall provide the information required by FAR 52.212-1 (JUL 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference. <p> If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. <p> FAR 52.212-4 (JUL 2013), Contract Terms and Conditions-Commercial Items is applicable. <p> FAR 52.212-5 (AUG 2013), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. <p> The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html <p> The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm <p> Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). <p> Offerors must include completed copies of the provision at 52.212-3 (AUG 2013), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. <p> NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
