Description
Respond By: 26 September 2013, 12:00 pm, Eastern Time NAICS: 334220 FSC: 5820 Synopsis: The Government intends to enter into a firm-fixed-price contract with Motorola Solutions, Inc., 7031 Columbia Gateway Drive FL3, Columbia, MD 21046. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for Motorola Computer Aided Dispatch (CAD) terminals. (See (1) attachment - Sole Source J&A). The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is the Motorola dispatch radio consoles, which are integrated with the Cassidian CAD, is proprietary to Motorola. Motorola is the only contractor that can meet the Government's requirement. NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Motorola Solutions, Inc. Responses are due by 26 September 2013, 12:00 pm Eastern Time.
