- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PURPOSE: The purpose of this Combined Synopsis / Solicitation is to solicit a Request for Quotation (RFQ) for the following Government requirement: four (4) 100% electric vans, including all maintenance and service. METHOD OF CONTRACTING AND AWARD: The Government intends to award a Firm Fixed Price contract to a single offeror on the basis of the lowest evaluated price of the quote meeting the Government requirement. The Government intends to make a single award; therefore, offers must be submitted for all the line items indicated in the solicitation. The Government intends to evaluate quotes and award a contract without discussion with offerors. Therefore, the offeror's initial quote should contain the offeror's best price. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. DESCRIPTION OF REQUIREMENT: See the attached Statement of Work (SOW) for the minimum specifications. DELIVERY INFORMATION: Delivery of the four (4) 100% electric vans will be made to USAG- Vicenza, Italy. Offerors should note that the requirement includes all service and maintenance of the vans for five (5) years. INSTRUCTION FOR SUBMISSION OF OFFERS: All firms interested in participating should include the following items in its response: 1.Vehicle Information. The offeror shall provide four (4) electric vehicles that meet or exceed the Government requirement/specifications. The following vehicle information shall be submitted: a.Vehicle manufacturer, model(s), and year (Offerors are requested to include brochures and other vehicle literature) b.Vehicle specifications that meet or exceed the specifications listed in the Statement of Work (SOW) 2.Price. The offeror shall provide Enclosure 1- Pricing Schedule, filled in with a unit price for each element. THE OFFEROR SHOULD INCLUDE PRICING FOR BOTH OPTIONS: 1.) FULL PRICE OPTION TO BUY; and 2.) YEARLY PRICE OPTION TO LEASE WITH UNLIMITED KILOMETERS. 3.Delivery. The offeror shall provide the date of delivery, based upon its earliest availability. All quotes shall be delivered (either in person or by e-mail) and received no later than 25 September 2013/15:00 PM (Central European Time) in order to be considered for award. Electronic quotes shall be sent to Mr. Roberto Schiavon at the following e-mail address: Roberto.Schiavon.LN.ASC@mail.mil. Offerors choosing to submit quotes in person should contact Mr. Roberto Schiavon to coordinate the drop-off time. Any offeror interested in providing the US Government a demonstration of its product(s) should contact Roberto Schiavon to coordinate the demonstrations. All demonstrations must be completed prior to the closing date and time listed in the above paragraph. Note: Failure to submit a quote in English may result the quote not being considered. EVALUATION CRITERIA FOR AWARD: The Government intends to evaluate responses and make a contract award on a Lowest Price Technically Acceptable (LPTA) basis, in accordance with Federal Acquisition Regulation (FAR) 15.101-2. In order to be eligible for award, an offeror must be found technically acceptable on all non-price factors. An offeror will be rated as follows for non-price factors: Acceptable: The offeror provide four (4) electric vehicles that meet or exceed the Government requirement/specifications- in accordance with the minimum specifications set forth in the SOW. Unacceptable: The offeror did not provide four (4) electric vehicles that meet or exceed the Government requirement/specifications- in accordance with the minimum specifications set forth in the SOW. The offeror's price will be evaluated but not rated. The Government will award on the basis of the lowest evaluated price of the quote meeting the Government requirement. The Government will choose the option (five (5)-year lease or purchase of vehicle) that is most cost effective. OFFEROR MANDATORY REQUIREMENTS: Offerors, in order to be eligible for award, shall have a valid System for Award Management registration (SAM) profile. The registration is as follows: -1.
