- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a contract on a noncompetitive basis to the University of Vermont and State Agricultural College, 85 South Prospect Street, Burlington, VT, 05405-1704, for the performance of clinical and immunological investigations of subtypes of autism for the NIMH Pediatrics and Developmental Neurosciences Branch (PDN). The period of performance is one 12-month base year and four 12-month option years. The National Institute of Mental Health (NIMH) has a requirement for the performance of clinical and immunological investigations of subtypes of autism, diagnosis and treatment of childhood-onset behavioral disorders, neuropsychiatric disorders and neurodevelopmental disorders, and other PDN neurophysiology data for the NIMH Pediatrics and Developmental Neurosciences Branch (PDN) in Bethesda, Maryland. The purpose of this contract will be to analyze data collected as part of a large phenomenological study of children with autism compared with children with other developmental disabilities and with typically developing children. The University of Vermont, under the direction of Dr. Gregory Holmes, has developed an analytic method that uses that data gathered from overnight EEGs performed by the National Institute of Mental Health to analyze functional neuronal network structures. Dr. Gregory Holmes and his laboratory at the University of Vermont have over 30 years of experience in the interpretation of EEGs in children with autism. There are no other vendors capable of performing these services other than Dr. Gregory Holmes and the University of Vermont due to the fact that no other contractors have developed the specialized methods approved by the NIMH using unique data from NIMH for these investigations. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
