- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a contract on a noncompetitive basis to the Johns Hopkins University, 3400 North Charles Street, Baltimore, MD, 21218-2680, to analyze data collected as part of several research studies of Pediatric Autoimmune Neuropsychiatriac Disorders Associated with Streptococcal (PANDAS) for the NIMH Pediatrics and Developmental Neurosciences Branch (PDN). The period of performance is one 12-month base year with one 12-month option year. The National Institute of Mental Health (NIMH) has a requirement to analyze data collected as part of several research studies of Pediatric Autoimmune Neuropsychiatriac Disorders Associated with Streptococcal (PANDAS) for the NIMH Pediatrics and Developmental Neurosciences Branch (PDN) in Bethesda, Maryland. The purpose of this contract will be to analyze data collected from participants from the NIMH PDN's PANDAS protocols. Specifically, the contractor shall profile cytokine, chemokines, and growth factors by cytokine proten array (CA) techniques. The Johns Hopkins University, under the direction of Dr. Carlos Pardo-Villamizar, has carried out studies focused on neuroimmunological disorders and more recently studies of characterization of biomarkers in CSF and blood in different neurological and developmental disorders. Dr. Pardo-Villamizar and the Johns Hopkins University have pioneered the techniques for use under this contract, particularly with respect to pediatric disorders. There are no other vendors capable of performing these services other than Dr. Pardo-Villamizar and the Johns Hopkins University. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
