Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP), intends to negotiate and award a contract on a noncompetitive basis to the University of Maryland, 220 Arch Street, Room 02148, Baltimore, MD, 21201-1531, to conduct research to assess dopamine efflux in the dorsal striatum and nucleus accumbens in awake behaving rats. The period of performance is twelve months. The National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) has a requirement to conduct research to assess dopamine efflux in the dorsal striatum and nucleus accumbens in awake behaving rats in Baltimore, Maryland. The purpose of this contract will be to assess dopamine efflux in the dorsal striatum and nucleus accumbens, in controls and experimental groups in which activity from several afferent areas will be manipulated, in the context of blocking and unblocking, including unblocking both by upshift, downshift, and changes reward identity. The University of Maryland, under the direction of Dr. Joseph Cheer, has developed and mastered highly unique techniques required for assessing dopamine efflux in awake behaving rats. Additionally, the University of Maryland has the facilities and highly specialized equipment to conduct fast scan cyclic voltammetry (FSCV). There are no other vendors capable of performing these services other than Dr. Joseph Cheer and the University of Maryland. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
