- Agency: Department of Veterans Affairs Office: VHA Logistics and Procurement Office Notice Type:Posted Date: Request for Proposal (RFP)July 22, 2013 Response Date: August 15, 2013 Original Proposed Set Aside: N/A Classification Code: 874 4 NAICS Code: 541614 Synopsis: SOLICITATION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), is comprised of 21 Veterans Integrated Service Networks (VISNs) that are each responsible for managing health care activities within their geographic area. A VISN generally includes six to ten medical facilities and a number of supporting outpatient facilities (facilities). VA Medical Centers (VAMCs) within a VISN work together to provide efficient, accessible health care to Veterans in their areas. VHA manages one of the largest health care systems in the United States. VHA is focused on creating a foundation to build a world class advanced supply chain to serve as a benchmark for the overall healthcare logistics industry. The potential uses and benefits of this technology throughout VHA are significant, and include improvement of quality of patient care, improved patient satisfaction, reduction of health care asset management costs, improvement of capacity/resource planning, improvement of employee and patient safety, as well as improvement of general asset management and inventory. The VHA, Procurement and Logistics Office (P&LO), Advanced Supply Chain Program requires an completely implemented Point-of-Use (POU) solution that focuses on overall supply management at the "point-of-use". Properly integrated POU systems use predictive analytic tools and business intelligence to reduce consumption and footprint while improving responsiveness and efficiency. VHA desires to employ the use of POU systems to improve the efficiency of targeted business processes in their hospitals, clinics, and offices. The POU technologies, integration, and training support must be capable of being duplicated throughout the VHA system of facilities. The current VHA supply chain management system is outdated, underutilized and often accomplished manually. Several of VHA facilities utilize components of POU systems to include Omnicell ©, Pyxis ® (CareFusion), Par Bins (Par Excellence ®), and WaveMark ® to accomplish stand-alone inventory control, storage and distribution and other supply chain management applications. These applications, in some cases, are interfaced with the Generic Inventory Package (GIP) developed by the VA Office of Information and Technology. VHA also employs bar coding technology with unique inventory identification numbers assigned to individual supply items as they are deployed at VHA sites.
