- Base Operations Support (BOS) Services for Directorate of Public Works (DPW) Fort Carson, Colorado 80913-4310 W911S8-13-R-0007 1.THIS SS/RFI IS FOR INFORMATION AND PLANNING PURPOSES ONLY. The Government seeks to identify interested offerors for this potential procurement action and to gather information that may influence the shape of any future Request for Proposal (RFP) for the aforementioned requirement. The Government will not return responses to this RFI. This announcement does not constitute an RFP and it does not restrict the Government to any ultimate acquisition approach or strategy. This announcement does not represent a commitment by the Government in any form. The Government will not pay for any information that is submitted by respondents to this announcement. Thus, respondents are solely responsible for all expenses associated and incurred by responding to this SS/RFI. 2.The Mission and Installation Contracting Command (MICC) - Joint Base Lewis-McChord (JBLM) is conducting market research to determine the existence of viable sources that can provide BOS services for DPW at Fort Carson, Colorado. The anticipated period of performance include a Phase-in (number of days to be determined), one (1)-year base period (30 September 2015 - 29 September 2016), and four (4) one (1)-year option periods. MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the BOS service requirements and with relevant experience in the entire task areas mentioned in Paragraph 3, Description of Services. Interested parties shall complete and submit the attached Market Research Questionnaire (MRQ) to the Government. The Government advises that providing responses to the questions will not automatically include the respondent in the acquisition process for future solicitations. 3.Description of Services: See attached draft PWS, Section C.5 for details of each task areas as listed below: General Performance Work Statement (PWS) Requirements Customer Services Support Services Grounds Maintenance Transportation Systems Maintenance and Repair Government-Furnished Equipment Maintenance and Repair Services Electrical Systems Maintenance and Repair Mechanical Systems Maintenance and Repair Key and Codes (i.e., Locksmith Services) Natural Gas Distribution and Regulation System Environmental Services Industrial Wastewater Treatment Plant (IWTP) and Central Vehicle Wash Facility (CVWF) Services Sanitary Wastewater Treatment and Collection System Storm Sewer Collection System Water Systems and Distribution Services Collection Point and Clean Fill Site Warehousing and Supply Cathodic Protection Facility Maintenance and Repair Services General Interior Work General Exterior Work Miscellaneous Work 4.The North American Industry Classification System (NAICS) code proposed for the aforementioned requirement is 561210 - Facilities Support Services. The size standard for NAICS code 561210 is $35.5 million. 5.In order for the Procuring Contracting Officer (PCO) to set-aside any acquisition over $150,000 for small business participation (IAW FAR 19.502-2(b)), there must be a reasonable expectation that offerors will be obtained from at least two responsible small business concerns and award will be made at fair market price. As part of the Government's continuous information exchange with industry while formulating the acquisition strategy, the Government request interested offeror(s) assistance in determining if this acquisition should be set-aside for small business (SB) as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs or set-aside under another provision of FAR Part 19 (see attached MRQ, Question 2). Interested offeror(s) response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of SB, Small Disadvantage Business (SDB), Economically-Disadvantage Women-Owned Small Business (EDWOSB), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Section 8(a), or Historically Underutilized Business Zone (HUBZone). 6.If the interested offeror intends to submit a proposal as a prime contractor for this effort, please respond to the attached MRQ. Some responses will require a review of the draft PWS. The Government welcomes any comments potential respondents may have concerning the stated requirements in the draft PWS. Please provide a brief response to each questions addressed in the MRQ and limit your entire response to no more than twenty-five (25) pages (double-sided pages will be counted as two), single-spaced, minimum 12-font Times New Roman (or equivalent). The Government will not review any pages beyond the 25-page limitation. Note that the Government is not requesting technical/management proposal. Responses will be used solely for market research purposes. Disclaimer. In accordance with FAR Clause 52.215-3: (a) The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) Although quote mark proposal quote mark and quote mark offeror quote mark are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. All information received will be protected and safeguarded as Source Selection Information IAW FAR 3.104, Procurement Integrity. The responder must clearly identify any information it considers sensitive or proprietary. Response to this SS/RFI will not be returned. The Government reserves the right to determine how it should proceed as a result of this notice.
