Description
US Customs and Border Protection (CBP) intends to negotiate on a sole source basis under authority of FAR 6.302-1(a) with Thermo Electron North America LLC, 1400 Northpoint Pkwy, Ste. 50, West Palm Beach, FL 33407-1976 to provide the Nicolet 6700 FTIR Advanced Gold Spectrometer. The Nicolet 6700 FTIR is required to enable the operation of a Thermo NXR Raman module currently owned by CBP. The Thermo NXR Raman module is not a stand-alone instrument and cannot operate without being connected to Thermo 6700 FT-IR. The Thermo Nicolet 6700 FT-IR Advanced Gold Spectrometer is fully compatible with the NXR Raman and will allow the unit to be put in operational status. Thermo is the only manufacturer and distributer of the Thermo Nicolet 6700 FT-IR Advanced Gold Spectrometer. Other manufacturers' FT-IR systems are not compatible with the NXR Raman (a $90,000 piece of equipment) and would render the unit unusable. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. The Government intends to solicit and negotiate directly with Thermo Electron North America. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. An award shall be made to Thermo Electron North America. The anticipated award date is September 25, 2013. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to sonya.freeman@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by September 25, 2013 at 05:00 p.m. EDT, an award will be made to Thermo Electron North America.
