- STATEMENT OF WORK 1. NCBM DET Pearl Harbor currently requires a contract with the American Correctional Association (ACA) to conduct a Core Jail Standards (First Edition with 2012 supplement) assessment and certification audit. ACA standards are nationally established guidelines for the improvement of correctional operations and programs. They provide a national framework for presenting the needs and concerns of correctional agencies to correctional administrators, legislators, funding bodies, and the public. They set levels of compliance and assess effectiveness for correctional facilities in the areas of services, programs, and operations. Through accreditation and certification, an agency is able to maintain a balance between protecting the public and providing an environment that safeguards the life, health, and safety of staff and offenders. Standards set by ACA reflect practical up-to-date policies and procedures and function as a management tool for over 1,500 correctional agencies in the United States. This is an on-going process with an initial period of performance of twelve months to attain standards compliance that includes: • Pre-Certification Assessment • Applicant Status • Correspondent Status • Application of Standards • Standards Compliance Self-Evaluation • Candidate Status • Standards Compliance Audit • Certification Hearing • Certified Status • Recertification 2. Description of requirement includes: Application, informational, policy and procedural materials, checklists, manuals, reports, and contract agreement. A site visit by ACA professional auditor(s) to conduct a standards compliance audit and determine compliance with each of 138 Core Jail Standards and expected practices. One ACA conference visit for one NCBM Det Pearl Harbor staff member to participate in the Certification Hearing conducted by the Commission on Accreditation for Corrections.
