Description
Marine Corps Systems Command (MCSC) is conducting market research, and identifying potential sources of Contractor Logistics Support (CLS) to meet the performance specified in the DRAFT Family of Incident Response System (FIRS) CLS Performance Work Statement (PWS) Outline Summary Report. The United States Marine Corps (USMC) envisions a CLS concept that will be capable of providing services at a minimum of four locations, three within the continental United States and one outside of the continental United States. The concept will describe CLS support needed to maintain operational readiness, a combination of equipment, training and personnel readiness, while keeping cost reasonable. CLS is expected to maintain equipment readiness for equipment listed in the FIRS CLS Equipment List Summary. CLS will also be utilized to provide scheduled and unscheduled training to maintain personnel readiness. MCSC is releasing this Request for Information (RFI) to identify potential Offerors with applicable and proven best practices for delivering CLS. Within that effort, MCSC wants to leverage its expertise in USMC and National Incident Management System (NIMS) operational needs and related constraints with industries' established expertise and capabilities to develop a best value CLS concept. Therefore, MCSC is requesting information from interested companies on: (1) a new approach to satisfy CLS needs with an innovative, effective, simple concept and (2) updated CLS concepts that includes capabilities familiar to the USMC. Potential Offerors shall furnish the U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division (hereafter referred to as Natick) with written materials concerning their capability to address the above requirements. Submitted material will not be returned. Submissions shall NOT contain any classified information. Any proprietary information submitted in response to this RFI will be appropriately protected when clearly identified as proprietary. Responses must be received not later than 04 OCT 2013 by sending an email to the MCSC point of contact provided below. Note: All transmitted responses must be smaller than 4MB. In addition to written responses, MCSC invites representatives to participate in a Virtual Industry Day which will be hosted on 09 OCT 2013 from 0900 (Eastern) to 1530 (Eastern). Registration for this event can be found at http://www3.natick.army.mil/Team/FIRS.aspx. Any and all questions regarding this request should be addressed via email to the MCSC point of contact provided below. Due to resource demands, time is limited and requests will be fulfilled on a first come, first serve basis. Subjects of all emails should be formatted like so: quote mark FIRS CLS RFI Submission/Question - Potential Offeror Name quote mark THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED.
