- Pursuant to FAR Subpart 13.106-1(b)(1), the Gallup Indian Medical Center, Gallup, NM, intends to pursue a sole source acquisition with Emdeon Business Service, LLC, 3055 Lebanon Pike Ste. 100 Nashville, TN 37214, to provide Revenue Cycle Management Solution services for the Gallup Indian Medical Center, Gallup, New Mexico. The North American Industry Classification System code is 541519 and the business size standard is $25.5 Million. A single award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. This procurement will be prepared in accordance with FAR Part 13, using Simplified Acquisition Procedures. The anticipated period of performance is for one (1) year, beginning "date of award" through September 30, 2014. Contractors must be registered in the System for Award Management (SAM) in order to receive a contract award. Contractors may access the SAM website at: https://www.sam.gov/portal/public/SAM/. The purpose of this contract is to provide: 1. Patient Registration: Package is to assist with the following; - Patient verifications (270 and 271 Electronic Data Interface (EDI) transactions) in "real-time"(10 minutes real time to third party community) from all major payers, Medicare Part A, Medicare Part B, Medicare Part C, Medicare Part D, Medicaid - United States wide, Medicare Replacement plans, Private Insurance. a. Verifications to go back 1-year to start of plan. b. To interface with current system, Resource Patient Management System (RPMS) c. Automatically post transactions into RPMS system. (Crosswalk to RPMS System for automatic posting) - Verifications with Pre-Authorizations (277 and 278 EDI transactions) - Track and monitor productivity for all employees - Develop and Analysis Reports on all payers 2. Billing Package to assist with the following: - Billing package that will interface with RPMS package - Allow (837I, 837P and 837D) transactions to be submitted electronically. This transaction will be completed in real-time to ensure all claims submitted will receive a 997 Acknowledge Report at the response level. - Allow Claims scrubber before claims are submitted to payers - Identify any discrepancies with claims submissions and the ability to resubmit claims on line electronically after all corrections. - Track and monitor productivity for all employees - Develop and Analysis Reports on all payers submitted 3. Collections to assist with the following - Application that will interface with RPMS system to review and interpret Explanation of Benefits (EOB) - Develop denial management application that will interface with RPMS a. Identifying errors with ICD-9 and ICD-10 b. Identify errors with CPT procedure codes c. Identify age discrepancies, incorrect social security, date of birth, states - Track and monitor productivity for all employees - Develop and Analysis Reports on all payers 4. Accounts to assist with the following: - Application to interface Payment and Remittance Management - Web application which interprets ERA (Electronic Remittance Advice) from all payers. - Allow 835 transactions to be review on-line with secured access. - Payment manager to gather all ERA from enrolled payers - Track all payments - Allow individual users to access web application to download 835 ERA. - Track and monitor productivity for all employees -Develop and Analysis Reports on all payers a. High denials, trends analysis b. Productivity - Allow interface with electronic positing of 835 electronic payers a. Pharmacy claims b. Dental claims c. Facility claims d. Professional claims The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is not a solicitation for competitive quotes. However, interested sources that are capable of providing the equivalent services are encouraged to submit statements of capability to the contracting office. Small Business concerns are encouraged to participate. Information received will be considered solely for the purpose of determining whether to possibly conduct a competitive procurement in the future. Please provide Tax I.D. number, DUNS number, point of contact information, past performance, and references regarding your ability to provide the service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information is strictly voluntary. Contractors must submit their capability statements via email to natasha.chee@ihs.gov on or before 4:00 PM MST on September 27, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
