SYNOPSIS - NOTICE OF INTENT & DRAFT SOLICITATION THIS IS A 100% SMALL BUSINESS SET-ASIDE This synopsis is for the purpose of a pre-solicitation notification only. A draft solicitation is attached. A final solicitation will be posted at a later date. The Naval Air Systems Command, NAS Patuxent River, Maryland, Program Management Office (PMA-207) is soliciting comments and suggestions from industry on the attached Draft Solicitation for the acquisition of Engine Instrument Display System (EIDS) and Electronic Propeller Control System (EPCS) modifications on the United States Marine Corps Reserve (USMCR) KC-130T aircraft. NAVAIR intends to solicit a Request for Proposal (RFP), N00019-13-R-1010, to all Small Business Concerns under North American Industry Classification System (NAICS) Code 336411. The Government anticipates a single award, Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract. The period of performance will be four years with an anticipated start date of 1September 2014. The EIDS system replaces 43 engine and aircraft indicators with a highly reliable digital display that is compatible with existing cockpit configurations. This system has been successfully installed on C-130T USN aircraft, under existing Prime Contract N00019-06-D-0038. This contract is a Cost Plus with BAE Systems, and can be requested at http://foia.navair.navy.mil. The EPCS system replaces the existing mechanical/hydraulic propeller controls with digital electronic components. This system has been successfully installed on C-130T USN aircraft and LC-130H USAF aircraft under existing Prime Contract N00019-11-D-0008. This contract is Firm-Fixed Price with Hamilton Sundstrand Corporation, and can be requested of at: http://foia.navair.navy.mil. This effort addresses the modification of no greater than nineteen U.S. Marine Corps Reserve (USMCR) KC-130T aircraft. All nineteen aircraft will receive the Electronic Propeller Control System (EPCS) modification, consisting of one Validation, one Verification, and seventeen Production Installations. Sixteen of these aircraft will receive the Engine Instrument Display System (EIDS) modification, all of which will be Production Installations. The EIDS installation must be accomplished concurrently with the EPCS installation for these sixteen aircraft. The first two aircraft receiving the EPCS modification will have EIDS already installed. The third aircraft receiving EPCS only can be modified at any point during the period of performance following the validation and verification efforts. In addition to providing installation services, the Contractor must demonstrate they have the capability to manufacture Contractor Furnished Equipment (CFE). The CFE includes the aircraft integration and installation hardware (referred to as an "A" kit), consisting of wiring, cables, and necessary hardware to successfully integrate EIDS and EPCS. All CFE "A" Kits shall be manufactured in accordance with the Government provided Navy engineering C-130 Fleet Support Team drawings. The unclassified Technical Library, also known as the Virtual Bidder's Library, is located at the Joint Technical Data Integration web site - https://www.jtdi.mil, a secure web site that requires a Government assigned user name and password, and an external certificate. Distribution of data contained in the technical library to subcontractors, team members, partners, suppliers and/or vendors shall be the responsibility of the organization that was granted access and shall be limited to a "need to know" basis. All guidance contained herein with regard to handling, distribution and destruction of the data shall be flowed down to all subcontractors, team members, partners, suppliers and/or vendors. Those who take receipt of any library data shall comply with all laws, export controls, and distribution statements associated with the data. To request access to the secure web site, Offerors are directed to use the following link and apply for the "Hercules" Tab: https://upw.jtdi.mil/http://webservers.internal.com:8181/home/index.html Potential Offerors shall acknowledge that no dissemination of any export-controlled technical data subject to this requirement will occur in a manner that would violate applicable export control laws and regulations (DD Form 2345). Upon review of request, verification of Potential Offeror's status and acknowledgement of the Offeror's responsibility under the US Export laws and regulations, web site access to the Technical Library will be provided. Potential Offerors will need an External Certification Authority (ECA) certificate in addition to a user name and password to access the unclassified virtual bidder's library. If a potential Offeror does not already possess an External Certificate, please consult the following site for details on how to obtain a compliant Medium Assurance ECA certificate: http://iase.disa.mil/pki/eca/index.html. For questions relating to access to the Technical Library, please contact: April Bowles, C-130 Configuration Manager April.Bowles.ctr@navy.mil Interested parties are reminded that in the case they are awarded this effort, in performance of the contract, they must comply with the regulations set forth in FAR 52.219-14(b)(2). The purpose of this notice is for the Government to obtain information. At this time the Government will accept questions regarding this requirement and respond on a periodic basis via FedBizzOpps notice. Interested parties are also encouraged to submit comments and suggestions that will improve clarity, content, correctness and completeness of the solicitation. You are asked to pay special attention to the Statement of Work, as well as attachments and exhibits. Please reference page number, paragraph, and section in your response. This notice is designed to improve communication between the Government and industry by promoting a clear understanding of the Government's requirement, while establishing an understanding of industry concerns and best practices. A collaborative effort between Government and industry aims to also reduce proposal preparation time and cost, proposal evaluation time and increase contractor performance. Question, comments and suggestions submitted in response to this draft solicitation shall include the following: (1) Company name and mailing address, (2) Telephone number, point of contact and e-mail address (3) Business size (to include any SBA certifications, such as 8(a), HUB Zone, etc.) Based on the appropriate NAICS code, corporate affiliations (to include joint venture partners, teaming partners, and prim or subcontractors) Telephone inquiries will not be accepted. All responses to this notice and accompanying draft solicitation are requested to be received no later than 23 Oct 13, 4:00PM Eastern Time at the e-mail address above to be considered/evaluated for possible incorporation into the final RFP. THIS ACQUISITION IS SET-ASIDE FOR SMALL BUSINESS VENDORS ONLY. This synopsis is for the purpose of a pre-solicitation notification only. A small business set-aside solicitation shall be issued with competition limited to eligible small business firms at a later date. THIS SYNOPSIS AND DRAFT SOLICITATION IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
