- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for a portable repeater tower. This combined synopsis/solicitation is issued as a request-for-quote (RFQ) for a portable repeater tower with trailer. A list of the required supply items, descriptions and quantities are provided for below: Item Description Quanity Unit 97' to 100' self-supporting (NO GUY WIRES) crank-up Portable repeater tower, heavy duty roller contact, stainless steel hardware & cables, aluminum storage box, heavy-duty multi-terrain trailer equipped with two (2) safety chains, dual axles, electric brakes, LED lighting, fenders and tread plate decking. The offeror shall include all applicable codes, guidelines and standards for the Portable repeater tower in its quote and the heavy-duty multi-terrain trailer shall meet all Federal Vehicle Safety standards. 1 EA Spare tire, mounted with lock. 1 EA Shipping Charges (if applicable) 1 LT The Government intends to award a single, firm-fixed price purchase order. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are listed in Attachment 1. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit a quotation which will be evaluated. Award will be based on best value. Evaluation factors other than price include: 1) Delivery - providing the products and quantities referenced above; 2) Offerors' shall also provide an estimated lead-time for the requested supplies which will also be evaluated; and 3) Past Performance - the offeror shall include a minimum of one (1) past performance reference in similar size and scope. All sources shall provide ALL OR NONE in response to this combined synopsis/solicitation. All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is September 24, 2013 at 10:00 AM (EST). Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than September 25, 2012 at 12:00 PM EST.
