- Description
- Battery Isolating Unit for Ground Combat Systems DESCRIPTION OF INTENT: THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE TO OBTAIN INFORMATION ON BATTERY ISOLATING UNITS AS DESCRIBED BELOW. No contract will be awarded from this announcement. This is not a Request for Proposal or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this notice is voluntary and no reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-on information requests. Data submitted in response to this RFI will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. All information provided will be used by the Government only. This Request For Information (RFI) is being issued to address the need for a 24 volt Battery Isolating Unit (BIU) in the next generation open power architecture TARDEC is developing to support the Abrams, AMPV, Bradley, GCV, and Stryker vehicles. The BIU is a stand-alone device that has the ability to regulate current flow between two parallel 24 volt battery packs. Each battery pack will provide the minimum equivalent of 21mF capacitance. The BIU is intended to be mounted within the same compartment as one or both battery packs. The BIU should minimize the size and cooling impact to the vehicle and should take advantage of Gallium Nitride (GaN) switching devices, if it is justified, to meet these goals. The operating temperature range will be from -46 C to 71 C and the BIU will need to comply with other relevant military ground vehicle environmental standards within MIL-STD-810G. PURPOSE OF THE BIU: The BIU is intended to provide the following functions: 1. Limit current flow between both battery packs to within CAN commanded high and low limits, ranging from -500 amps to +500 amps. 2. Maintain voltage of both battery packs within independent high and low limits, ranging from 16 volts to 33 volts, also commanded by CAN, while working within current limits. 3. Allow natural current flow between battery packs as they seek equilibrium, within constraints of voltage and current limits. 4. Bi-directionally boost or buck voltage as needed to maintain commanded current and voltage limits specified in 1 and 2. 5. Treat the voltage limits of the battery pack which is sourcing current (to the other battery pack) with the highest priority. BIU will interface with the vehicle electrical system and have the capability of being placed in parallel with up to two additional identical devices. Its control circuitry will be provided power through a connection independent of the battery connections compliant with MIL-STD-1275E. Products offered are desired to be existing military or commercially available. However, we understand this type of device probably does not exist yet using GaN. RESPONSE FORMAT(S): 1. Number each response with the appropriate number from the questionnaire. 2. Only electronic responses are requested. Please provide responses in any of the following formats: Microsoft Word, Microsoft Excel, Microsoft Power Point, or Adobe PDF. 3. If you cannot provide a response to any of the items requested in the Product Information and Test Data sections, please indicate quote mark No Response. quote mark 4. If providing an Adobe PDF, annotate the file to indicate which question the file is applicable to. 5. Spell out any acronyms in their first instance to ensure a common understanding of the acronym in subsequent instances. RESPONSES DUE: Responses to this market survey are DUE BY 25 OCTOBER 2013. Please submit all completed questionnaires and any questions you may have via email to Mr. Aric Haynes, US Army TARDEC, aric.l.haynes.civ@mail.mil. Please format the subject line of the response email as follows: quote mark [Organization Name] response to Request for Information - Battery Isolating Units for Ground Combat Systems. quote mark All interested parties and organizations are encouraged to respond to this request for information. All material submitted in response to this RFI must be unclassified and properly marked. No manufacturer/distributor shall be given a copy of another manufacture's/distributor's product information collected in this survey. Your input is voluntary and no compensation will be made for your participation in this notice. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this market survey.
