- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR A PURCHASE ORDER WITHOUT PROVIDING FULL AN OPEN COMPETITION (INCLUDING BRAND NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institutes of Mental Health intends to negotiate and award a fixed price purchase order to without providing for full and open competition (Including brand-name) to Cambridge Soft Corporation, 940 Winter St, Waltham, Massachusetts, 02451, The intended procurement is classified under NAICS code 511210 with a size standard of $25.0 dollars. The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69, September 3, 2013. This acquisition is conducted under the procedures as prescribe in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13.5 Test Program for Certain Commercial Items and FAR subpart 12-Acquisition of Commercial Items at an amount exceeding the simplified acquisition threshold. Description of Requirement: Software Annual Support Licenses Background: This project involves the purchase of TIBCO Spotfire. The National Center for Advancing Translational Sciences (NCATS) will use Spotfire a unique data visualization platform which will allow handling of the specialized nature of chemical and biology data. Spotfire will provide the capability to access data easily and transparently with one click access to both chemistry and biology data for visualization, analysis and association with other information which will help drive structural recommendations and improve the choice of synthesis paths to design effective drugs. NCATS scientists have generated terabytes of biology and chemistry data in the past 8 years. This data presents a significant challenge in visualization and analysis. Spotfire is an industry standard software platform that enables advanced visualization and analysis of such data, ranging from microarray gene expression data to medicinal chemistry and bioassays. Spotfire increases efficiencies of data utility on a daily basis by allowing scientists to draw conclusions and make decisions about their experimental data. The determination by the Government to award a contract without providing for full and open competition is based upon market research conducted as prescribed in FAR Part 10-Market Research. The results of the market research concluded that there are no other companies with the capability of performing. However, to continue ongoing research collaboration it is in the government's best interest not to change the contractor at this time so that the integrity of the project will not be jeopardized. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capabilities in response to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, lit price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS)m the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. The information received will normally be considered for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by September 27, 2013 3:00pm EST and must reference number HHS-NIH-NIDA-PS3038890.
