- Civil Engineer VACANCY ANNOUNCEMENT The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified individuals for the position of Civil Engineer for its Mission in Liberia. VACANCY #: VA-669-13-000009 OPEN TO: ALL INTERESTED QUALIFIED LIBERIAN CITIZENS Current USAID/Liberia employees serving a probationary period are not eligible to apply. POSITION: Civil Engineer OPENING DATE: September 17, 2013 CLOSING DATE: September 30, 2013 WORK HOURS: Full-time: 40 hours/week SALARY: Ranging from US$19,443 to US$29,167 p.a. depending on full performance standard. A. BASIC FUNCTION The Civil Engineer will be based in USAID/Liberia Office of Economic Growth. The Civil Engineer will be required to travel throughout Liberia to assess the progress of construction projects, and conduct site visits to satisfy reporting requirements in conjunction with quality assurance and project acceptance inspections for ongoing contracted work. During field visits to work sites, at times the Civil Engineer may live and work in rustic conditions. The Civil Engineer will participate in the planning, design and execution of new construction, renovation and improvement projects, providing engineering expertise and guidance, analyzing contract plans and specifications to identify problem areas or potential problems with planned construction and activities, and making recommendations to resolve problems. In addition, the incumbent will serve as a Quality Assurance Representative performing contract administrative functions with responsibility for the quality assurance and inspection of construction projects for compliance with plans, specifications, acceptability of materials, methods and workmanship, and required safety and labor law regulations. Projects may include - but is not limited to - the engineering design and construction of public buildings, water and sanitation systems, rural and urban transportation networks, agriculture infrastructure, health and educational facilities, power generation plants and distribution systems, and drainage structures. The Civil Engineer will work under the supervision of the Infrastructure Advisor and will report to the EG Team Leader, or his/her designate. B. DUTIES AND RESPONSIBILITIES The incumbent will have the following specific duties and responsibilities: 1. Provide technical support to USAID/Liberia on the design, procurement, and construction of engineering and construction projects in support of Mission's development objectives, and assistance programs delivered to the GoL. Review of engineering design plans, construction documents, and technical specifications to ensure compliance with applicable building codes and USAID regulations for funding eligibility. 2. Review Construction Safety Plans for compliance with applicable established requirements. Visit project sites, including current and proposed construction sites (which may include rough and ungraded terrain), observe construction progress, perform construction inspections, and review progress documentation in support of payment requests. Ensures acceptable levels of safety are being provided and is in compliance with contractual obligations. 3. Scheduling and coordinating inspection visits and all logistical and equipment support requirements with contractors and key partners, including, but not limited to, the Ministry of Public Works' Infrastructure Implementation Unit (IIU), regional and zonal engineers, and district officials responsible for roads and other infrastructure operations and maintenance. Conduct periodic field site visits for quality assurance/quality control. Provide field trip reports both written and photographic as required to monitor progress and to ensure work is progressing in accordance with established designs, engineering practices, workmanship, safety and environmental considerations, and keeping administrative files and records of these activities. Undertake duties of COR/AOR as needed. Provide input/advice to his/her supervisor regarding all matters pertaining to proposed, planned, and ongoing activities. Undertake engineering oversight activities as assigned by the Supervisor and/or the Contracting Officer. Organize and maintain COR / AOR files as required by USAID guidelines. 4. Attending all required meetings, scheduled events, and conferences related to assigned program and project activities. This may involve interacting with national, county and district community officials regarding facility/project completion and modification issues, including inspection, security, maintenance, operations and logistical support requirements. 5. Assist in the preparation of the relevant sections of the EG Semi-Annual Portfolio Reviews, Operational Plans, as well as, other relevant program documents and reports as needed. C. EVALUATION CRITERIA: 1. Education (10 Points): A Bachelor's degree in civil engineering is required. As a graduate civil engineer, the candidate will demonstrate a thorough knowledge of the physical and mathematical sciences underlying the practice of professional engineering, and a sound understanding, both theoretical and practical, of the engineering sciences and construction techniques and their applications to the group of projects undertaken at USAID/Liberia. Technical knowledge should include, but would not be limited to, essential areas of engineering science, such as (a) statics, dynamics; (b) strength of materials and soil mechanics; (c) fluid mechanics, hydraulics; (d) thermodynamics and heat transfer; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties). Preference will be given to candidates with a Master's degree and/or registered Professional Engineer's (PE) license. 2. Prior Work Experience (50 Points): A minimum of 10 years of pertinent professional experience of which at least 5 years must be at the senior civil engineer level. Professional experience on the design and construction of projects such as public buildings, public utility services, roads, drainage structures, and bridges is required. Demonstrated experience in establishing relationships with key public sector, donor and private sector stakeholders is desirable. Specific experience working with U.S. Government agencies or international donors managing infrastructure projects is highly desirable. 3. Knowledge Skills and Abilities - (30 Points): Demonstrated expertise in civil engineering - design/management of construction activities and quality assurance is required. An in-depth knowledge of international building standards and practices is highly desired but not required. Demonstrated ability to work effectively as part of a team and establish and maintain effective personal relationships with coworkers, partners, government officials, and key stakeholders. Demonstrated ability to convey technical information to a variety of audiences in meetings, presentations, or briefings, and achieve consensus on the resolution of complex engineering issues. Demonstrated ability to plan, prioritize and accomplish multiple tasks independently and within established time frames. Knowledge of USAID policies, regulations, methodologies, and documentation is also desired. S/he must have project management, implementation, design and evaluation skills, and the proven ability to identify problems and develop creative solutions, as well as demonstrated good interpersonal skills, and demonstrated ability to work effectively in a team environment and to solve problems in a technically-sound manner. 4. Communication Skills: (10 Points) Excellent English verbal communication skills, tact, and diplomacy, and the ability to establish and develop productive working relations with key stakeholders are required. ADDITIONAL SELECTION CRITERIA Management will consider nepotism/conflict of interest and budget in determining successful candidacy.
