- Solicitation: 13-233-SOL-00653 Agency/Office: Program Support Center Location: Division of Acquisition Management Title: SAMHSA Staff Competencies, Skills Assessment, and Development Plan Background: SAMHSA Achieving Career Excellence (ACE) Fellows Program established in 2010 is the Agency's key leadership development program. All SAMHSA employees are eligible to apply for this premier training program. By participating in ACE, employees take an active role in developing and enhancing their skills and knowledge, applicable to their current positions and potential future positions. Achieving Career Excellence (ACE) is a key leadership development program, designed, led, and managed by SAMHSA employees, supported by SAMHSA's Employee and Organizational Development Portfolio. ACE is designed to prepare participating employees (ACE Fellows) to meet the new responsibilities of SAMHSA as they pertain to embracing and accepting the evolution of the Nation's health care system as part of SAMHSA's mission. This includes the adaptation that behavioral health is essential to health, improves the health status of the Nation and lowers costs for families, businesses and governments; and to promote the positive messages that prevention works, treatment is effective and that people recover from mental and substance use disorders. ACE addresses SAMHSA's workforce succession needs by providing unique learning opportunities to expand the knowledge and skills of participating SAMHSA employees. The ACE program provides ACE Fellows with new and enhanced skills to help them achieve their own career goals and support the improvement of behavioral healthcare nationally. Purpose: The purpose of this purchase order is to obtain the services of a vendor to assist the OMTO in establishing a more comprehensive SAMHSA framework and plan for staff development. The staff development plan will be completed by conducting a competencies assessment, skills assessment, and development plan. This requirement will entail supporting the development of an assessment process for determining targeted staff competencies and skills gaps; identifying areas for staff and managerial development; refining the focus, substance, and plan for future cohorts of the Achieving Career Excellence (ACE) program to support identified areas for development; developing materials and tools to support SAMHSA processes that will lead to a staff development plan; and, developing a proposal for implementing the plan. The staff development plan must account for efforts underway to address evolving work demands. Project Requirements: The vendor is expected to participate in meetings with the Government Project Officer (GPO) and/or other SAMHSA staff remotely or in-person. A determination of the format for vendor participation will be carried out in consultation with the GPO. The meetings may include planning meetings with the GPO and OMTO staff, Internal Operating Strategy (IOS) meetings with SAMHSA staff, managers meetings, staff development sessions, coordinating team meetings, ACE planning meetings, ACE Cohort meetings, Tiger Team meetings, and/or meetings with SAMHSA executives. The tasks to be accomplished under phase 1 are concentrated in four areas: (1) staff competencies, skills assessment, and development plan; (2) Staff Development IOS; (3) ACE program development; (4) targeted manager development. The specific tasks are as follows: Period of Performance: The period of performance shall be September 30, 2013 - September 29, 2014. All proposals must be typed in 12 Font. Proposals submitted electronically should be in either Microsoft Word or Adobe PDF format.
