Description
This Special Notice is provided due to the originial synopsis for this work failed to post properly on FedBizOpps. The solicitation will be posted on FedConnect.net on or about October 7, 2013. In accordance with FAR Parts 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), National Vehicle and Fuel Emissions Laboratory (NVFEL), in Ann Arbor, Michigan, requires a contractor to provide Computational Fluid Dynamics Software(CFD) that has the ability to resolve in-cylinder behavior and enhance the EPA owned GT-Power model for the advanced engine platform to be assessed for Mid-Term Evaluations. EPA recently published a joint rule with the NHTSA and CARB to set CAFE standards under EPCA/EISA, and greenhouse gas standards under the Clean Air Act for cars and light trucks manufactured in 2017 - 2025. To support this engine development, it is critical to have an in-depth understanding of engine breathing and combustion processes that result from changes in engine hardware and control software. The contractor shall provide commercially available computational fluid dynamics software that will resolve the in-cylinder behavior from EPA made changes to combustion chamber geometry, fuel injection strategy, fuel composition, valve timing, and intake conditions and enhanced model prediction of the GT Power model. Preliminary work will be performed on a single computer dedicated to the GT Power model and CFD. This computer contains a 6-core processor with the following specifications: CPU: Intel? Core i7-3970X Extreme Edition Six-Core 3.50 GHz 15MB Intel Smart Cache LGA2011 HDD: 2TB (2TBx1) Western Digital Caviar Black SATA-III 6.0Gb/s 64MB Cache 7200RPM HDD [+80] (2TB x 2 (2TB Capacity) MEMORY: 32GB (4GBx8) DDR3/2133MHz Quad Channel Memory The CFD software is intended to be used for internal combustion engine simulations and must be able to handle complex 3-dimensional geometries with moving boundaries, and analyze chemically reacting flows and evaporating liquid sprays. The CFD Software should include a standard commercial warranty for the base license, five (5) Additional core licenses, and training for the software. The acquisition of this Commercial item will be Small Business Set-Aside under North American Industry Classification System (NAICS) code is 511210 - Software Publishers with a size standard of $35.5M. Award will be made on a Best Value Basis. Offerors shall provide information to demonstrate that its quote meets the minimum requirements. The solicitation will be posted on FedConnect.net on or about October 7, 2013. This office does not intend to mail hard copies of the solicitation.
