- The United States Government currently occupies office and related space in a building under lease in Hammond, LA that will be expiring. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The offered space must meet the Government requirements for Fire, Life-safety, Seismic and Handicapped Accessibility. Property located within a base floodplain (100 year floodplain) or wetland will not be considered. Government's intent is to award based on the use of this advertisement. (ABOA): 9,786 Space Type: Office Parking Spaces (Total): 50 Parking Spaces (Surface): 50 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 10 years Firm Term: 5 years Option Term: N/A Additional Requirements: • Space must be located in a prime commercial office district with attractive, prestigious surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. • Subleases are not acceptable. • Public transportation is required within 2 city blocks or 600 feet, whichever is less. • All services, supplies, utilities and tenant alterations are to be provided as part of the rental consideration. • The offered space must meet Government requirements for Security, Fire Safety and Handicapped Accessibility. • Office space must be contiguous, located on one level without being split by a public corridor, and located on the ground floor. • Space configuration shall be conducive to an efficient layout. Consideration for an efficient layout will include, but not be limited to, the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space. • Columns must be at least 20 feet apart (center to center) and 20 feet from any interior wall and be no more than one foot square. • The following space configurations will not be considered: space with atriums or other areas interrupting contiguous space; extremely long or narrow runs of space; irregularly shaped space configurations or other unusual building features adversely affecting usage. • Space shall be located in a professional office setting and not within close proximity to residential areas, railroad tracks, or busy intersections. • Space should not be located near establishments where alcoholic beverages are sold or served, or where there are tenants related to drug treatment or detention facilities. • Space will not be considered where apartment space or other living quarters are located within the building. • The government requires a fully serviced lease. • The Government shall have access to the space 24 hours a day, 7 days a week. Normal hours of operation are Monday through Friday 7:00 a.m. to 5:00 p.m. (excluding Saturdays and Sundays and Federal holidays) Expression of Interest Due: October 7th, 2013 Occupancy (Estimated): 2014 Expressions of Interest must include the following information: - Building name and address and location of the available space within the building; - Rentable square feet available and expected rental rate per rentable square foot, fully serviced; - ANSI/BOMA office area square feet (ABOAF) to be offered and expected rental rate per ABOAF, fully serviced. Indicate whether or not quoted rental rate includes an amount for tenant improvement and state the amount, if any; - Date of space availability; - Method of rentable space measurement; - Building ownership information; - Amount of parking available on site and its cost. Include whether expected rental rates include the cost of the required Government parking, if any; - Energy efficiency and renewable energy features existing within the building; and - List of building services provided. AUTHORIZED CONTACTS: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative.
