- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. Statement of Work Concrete-Filled Steel Pipe Bollard Installation This statement of work is for the installation of Concrete-Filled Steel Pipe Bollards around a designated critical facility for an area that covers one-thousand and forty-four linear feet (1,044 linear feet). The bollards are to be constructed of structural steel pipe filled with concrete. The steel pipe should have a minimum outside diameter of 8-in. (20-cm), 1/2-in. (1.2-cm) wall ( -inch thick steel pipe), and be a minimum of 7-ft (2.1-m) in length. The bollards should extend 3 ft (0.9 m) above the ground level from a continuous footing with minimum width of 2 ft (0.6 m). The bollards should be positioned 3 ft (0.9 m) to 4 feet (1.2 m) apart on center, but no more than 4 feet apart on center. (The pipes are filled with concrete and anchored into a 4-foot concrete footing so they project 3 feet above the ground.) The tops of the bollards are to have an aesthetically pleasing design, of which, will be approved by the client. The bollards are to have an aesthetically pleasing chain connecting to each bollard as designated by the client in specified sections of the bollard system. Schematics for bollard requirement are shown below, along with an example of an aesthetically pleasing bollard cap and chain connection.
