Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a market survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the FAA is not seeking or accepting unsolicited proposals. This is the second market survey being conducted for this potential acquisition. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The principal North American Industry Classification System (NAICS) code for this requirement is 541512, Computer Systems Integrator Services with a size standard of $18 Million. The FAA expects to release the associated Screening Information Request (SIR) - Request for Proposal (RFP) in the 1st quarter of FY 2014, with a contract award date of 1st quarter of FY 2015. This is a new acquisition. The failure to obtain adequate and appropriate SBA 8(a) or other small business responses may result in a determination to conduct this procurement under other competitive procedures. All responses (one per company) are to be provided on company letterhead and limited to a total of 15 typewritten pages. No type font less than 11 point may be used. Background: Weather has a significant impact on the efficiency and safety of the National Airspace System (NAS). According to Operations Network (OPSNET), the official source of NAS air traffic operations and delay data, 68 percent of air traffic delays over 15 minutes from 2003 through 2012 were due to weather. Furthermore, weather was the primary cause of 73 percent of delayed flights and 86 percent of delay minutes from 2010- through 2012. Weather also impacts safety. Weather was cited as a cause or factor in over 20 percent of the accidents investigated by National Transportation Safety Board in 2007-2009. Weather also affects the capacity of the NAS. Air traffic volume and routes are constrained by the accuracy and precision of weather readings and predictions. The vision for the Next Generation Air Transportation System (NextGen) is to increase the nation ™s air traffic capacity through the use of trajectory-based operations, high-density operations, and collaborative air traffic management. To use these new technologies, the FAA will require weather data products that are more accurate, precise, and reliable. Acquisition: The NextGen Weather Processor (NWP) will help the FAA reduce the impact of weather on NAS operations by producing more accurate, precise, and reliable aviation weather products from a common processing platform. NWP will replace several legacy weather systems and host new advanced aviation weather products and capabilities. NWP will provide the following capabilities: Replace and integrate the functionality of legacy weather systems, namely Integrated Terminal Weather System (ITWS), Weather and Radar Processor (WARP), and Corridor Integrated Weather System (CIWS); Improve the accuracy, precision, consistency, latency, and reliability of existing aviation weather data products; Assimilate extended National Weather Service (NWS) forecast models with real-time radar extrapolation into aviation weather products for use by the FAA; and Produce new weather data products that better meet the needs of aviation weather data users. The scope of work of this procurement will include the design of the NWP system, the development of NWP software, the selection of system hardware, integration, testing, deployment, and ongoing maintenance of the system. Additionally, the scope of work may include the design, development, integration, testing, deployment, and maintenance of an aviation weather display system at designated FAA facilities. Purpose: The FAA conducted a market survey for this procurement in 2011 to obtain information for the FAA to consider in choosing the method and type of procurement competition and to determine whether adequate competition exists. The purpose of this market survey is to determine if the marketplace for the anticipated NWP services has changed. All interested vendors are asked to respond to this market survey, regardless of whether they provided responses to the previous market survey. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. Vendor Capabilities: Due to the scope, size, and complexity of the NWP system, the FAA anticipates that the successful response to the RFP may represent a teaming arrangement of multiple contractors. The FAA encourages participation in the FAA Mentor-ProtĂ©gĂ© program. The FAA has not yet decided on a procurement strategy. The FAA expects the successful vendor to possess knowledge, capabilities, and experience in the following areas: Program management; Information technology, including software development, integration, and COTS hardware deployment; Knowledge of FAA weather sensors and weather formats; Knowledge of air traffic management systems; Providing a nationwide integration and implementation program in the NAS; Developing and deploying a complex, scalable, real-time information system; Integrating Government-furnished source code into a solution; and Delivering weather-related services in the NAS. In order to make this determination the FAA requires the following information from interested vendors: Capability Statement: All responders must provide a Capability Statement that addresses the following (in order): 1.Type of services provided by your firm (including teammates or subcontractors) that demonstrate the capabilities listed above; 2.Services provided under previous contracts that are similar in size, scope and complexity to this effort; and 3.Detailed past performance information for at least three (3) previous contracts, including program title, customer name, project dates, project value, customer point of contact, and description of work performed. Mandatory Requirements For Expression of Interest: In order to be considered responsive, organizations expressing interest in this matter must provide the following: a)Capability Statement (as defined above); b)Completed Business Declaration Form (attachment #1); and c)Copy of SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable).
